U.S. navigates through 'Cyber Storm'
The U.S. government has concluded its "Cyber Storm" wargame -- its biggest-ever exercise to test how it would respond to devastating attacks over the Internet from anti-globalization activists, underground hackers and bloggers.
Parts of the worldwide simulation, conducted in mid-February, challenged government officials and industry executives to respond to deliberate misinformation campaigns.
The Internet survived, even against fictional abuses against the world's computers.

Chertoff defends Department's dual role
Homeland Security Secretary Michael Chertoff has rejected criticism that the Department of Homeland Security is preoccupied with terror threats, at the expense of preparing for natural disasters like Hurricane Katrina.
"I strongly reject this attempt to drive a wedge between our concerns about terrorism and our concerns about natural disasters," Chertoff said at a gathering of state emergency management directors meeting in Alexandria, Va.
His strong defense of his agency, in response to criticism by ex-federal disaster chief Michael Brown and others came as a congressional report blamed government-wide ineptitude for mishandling Hurricane Katrina.

Houston police pondering surveillance cameras
Facing a shortage of police officers, Houston Police Chief Harold Hurtt has called for surveillance cameras on downtown streets, apartment complexes and shopping malls.
The Houston Police Department is struggling with a manpower shortage as well as a spike in violent crime. To supplement officers on patrol, HPD is considering installing five video cameras downtown, Hurtt said. He also suggested that new apartment complexes and malls be required, as part of the building-permit process, to provide security cameras, The Houston Chronicle reports.

DHS slow to implement US-VISIT recommendations
The U.S. Government Accountability Office (GAO) has since 2002 issued many recommendations that should be implemented in the Department of Homeland Security's US-VISIT program. According to a recent GAO progress report, DHS is slow to implement many of them.

Procurement Watch

  • The Los Angeles Police Department has signed a letter of intent with StarChase LLC, Virginia Beach, Va., to serve as a pre-commercial beta-test site for a vehicle tagging and tracking Pursuit Management System. Under the agreement, LAPD will install prototype StarChase systems on marked patrol vehicles for testing and evaluation. The trials are expected to last four to six months.

  • The U.S. Department of Defense has increased and extended its contract with Savi Technology, Washington, D.C., for the company's active Radio Frequency Identification (RFID) products and services through January 31, 2008.

  • The Department of Homeland Security's Federal Protective Service (FPS) has implemented three-dimensional biometric facial recognition technology from A4Vision, Sunnyvale, Calif., at its Region 10 headquarters.

  • The State of New Hampshire has purchased portable radios and accessories from Thales Communications Inc., Clarksburg, Md., The radios include GPS capabilities, and they meet the requirements of the Federal Interoperability Initiative with a Project 25 digital operating mode.
