State Homeland security
directors face challenges, survey says
At all levels of government, Homeland security
organizations are still in their infancy. As these organizations gain
their institutional footing, questions abound for policymakers.
What does an effective state Homeland security strategy look like? What
are the top priorities of the men and women charged with protecting
state citizens from terrorism and other disasters?
A recent survey of 55 Homeland security directors in the states,
commonwealths and territories by the National Governors Association
Center for Best Practices (NGA Center) aims to answer those
questions.

Will the federal
government meet the HSPD-12 deadline?
Significant obstacles may jeopardize U.S. federal
agencies' chances of meeting an October 2006 HSPD-12 deadline mandating
that federal employees and contractors use the FIPS 201 standard for
physical and logical access, according to a survey of government systems
integrators.

Raytheon tests
border security system
A high-tech system to guard the southern U.S. border,
known as Project Athena, has been successfully tested by Raytheon
Co.
The Athena command and sensor network was used for six weeks to support
Border Patrol and Customs operations with surveillance and "actionable
intelligence" in the Rio Grande sector.

Technology to
transform mass spectrometry
The Florida Institute of Technology in Melbourne,
Fla., has become one of the first universities to obtain a device that
is changing mass spectrometry.
The Direct Analysis in Real Time device, or DART, enables direct
detection of drugs, chemicals or explosives on surfaces, in liquids and
in gases without the need for sample preparation, UPI reports.

- The Department of Homeland Security's U.S.
Immigration and Customs Enforcement Procurement Division has selected
Paragon Systems Inc., Washington, D.C., a subsidiary of Tri-S
Security Corp., Atlanta, to secure the DHS headquarters Nebraska
Avenue Complex in Washington, D.C. Paragon will provide armed guards,
special police officers, emergency dispatchers, desk sergeants,
emergency medical technicians and alarm monitors.
- The Houston-Galveston Area Council has awarded a contract to
Communications-Applied Technology, Reston, Va., for the "Incident
Commanders' Radio Interface" (ICRI), a device that allows fire, police
and other first-responders to talk with each other despite using
incompatible communications equipment.
- MDI Security Systems, San Antonio, has entered into a
contract with Multimax Inc., Largo, Md., to promote MDI's line of
security products and solutions to the U.S. government under the
NETCENTS contract. The contract was established to provide the Air
Force, Department of Defense and other federal agencies a primary source
of networking equipment/product supply and related services.
- The state of New York has awarded a 10-year contract for Homeland
security equipment, specifically, hazardous incident response equipment
from Versar Inc., Springfield, Va. Geomet Technologies
LLC, a Versar subsidiary, will supply the National Fire Protection
Association (NFPA) Certified Level II personal protective equipment
systems under the contract.
