Flood gates open
on border security opportunities
President Bush sent Congress a $1.9 billion request
Thursday to increase border security.
About $1.17 billion of the $1.95 billion request would fund Department
of Homeland Security measures such as adding 1,000 new border patrol
agents ($235 million), adding two additional unmanned aerial vehicles
and helicopters ($95 million), improving border security infrastructure,
including fencing and vehicle barriers ($250 million) and adding 4,000
detention beds ($80 million).
The request also includes $756 million for up to 6,000 National Guard
troops.
It is a major part of the fallout from Bush's Monday night speech to the
nation calling for increased security on the border between The United
States and Mexico.

TSA unveils
new air cargo security requirements
The Transportation Security Administration (TSA) has
announced new security requirements for air cargo that include criminal
background checks for more than 100,000 airline and freight workers and
screeners who check packages delivered to airport ticket counters.
TSA also says it will use more bomb-sniffing dogs to screen freight
that's shipped by plane and that it will soon finish hiring 300 new air
cargo inspectors, which Congress included in the agency's budget this
year.
"It's a lot about background checks and security plans," TSA chief Kip
Hawley says.

DoD
temporarily halts contractor background checks
Two information technology groups want the Department
of Defense to reverse its decision to halt the processing of security
clearances for contractors because of monetary constraints.
The Defense Security Service blamed overwhelming demand and a budget
shortfall for the halt, which caught the government contracting
community by surprise. Already, 3,000 applications have been put on
hold, Cindy McGovern, a DSS spokeswoman told The Washington Post.

Federal
business continuity may depend on telework
To ensure that essential government services are
available in emergencies, federal agencies are required to develop
continuity of operations (COOP) plans. The Federal Emergency Management
Agency (FEMA) says that agencies should consider the use of telework --
that is, work performed at an employee's home or at a work location
other than a traditional office -- as part of a continuity plan.
