States split $1.2 billion for
bioterrorism preparedness
The Department of Health and Human Services announced
similar funding in every U.S. state and territory, along with four of
the country's major metropolitan areas.
"Improving our nation's response to public health emergencies is an
important part of securing America," says HHS Secretary Mike
Leavitt.

DHS not taking cyber-attack
threats seriously?
The United States and the Homeland Security Department
are "manifestly and woefully unprepared" for a cyberattack, the former
DHS inspector general said in a speech at the American Council for
Technology's Management of Change conference in Hilton Head, S.C.
Al Qaeda is training people and focusing on launching cyberattacks, but
DHS has "failed to make this a priority," said Clark Ervin, the director
of the Aspen Institute's Homeland Security Initiative and former DHS IG,
according to a report from Federal Computer Week.

Fake ID gets man into DHS
headquarters
A man using a fake identification card was able to
enter the Homeland Security Department headquarters in Washington, he
says, even though the United States government considers the type of
Mexican-issued card he used invalid.
Retired New York City policeman Bruce DeCell, who had arranged to meet
with DHS officials last week to lobby for document security, told CNN he
purposely used a forged version of identification that Mexican
consulates in the United States issue to their nationals living here
illegally.

Former 9/11
commission member advocates REAL ID cards
Former senator and 9/11 Commission member Slade Gorton
(R-Wash.) recently testified that he advocates alternate methods for
complying with the Western Hemisphere Travel Initiative (WHTI) as passed
by Congress in 2004, namely REAL ID cards.
"I know that many in New Hampshire and elsewhere have opposed the
security-enhanced drivers licenses that will take effect under the REAL
ID Act, but this new law does come with benefits," Slade said on behalf
of the Business for Economic Security, Tourism and Trade (BESTT)
Coalition at a field hearing before the Senate Subcommittee on
International Operations and Terrorism.

American embassy staff still
vulnerable targets
U.S. government officials working overseas remain at
risk from terrorist threats, according to a recent article by Jim Kouri,
CPP, vice-president of the National Association of Chiefs of Police.
Since 1968, 32 embassy officials have been attacked -- 23 fatally -- by
terrorists outside the embassy. As the State Department continues to
improve security at U.S. embassies, terrorist groups are likely to focus
on "soft" targets -- such as homes, schools, and places of worship.
