Nuclear cargo scans coming to American borders
The U.S. Department of Homeland Security has awarded $1.16 billion in contracts to three companies to develop equipment to scan cargo at border cities for nuclear weapons material.
New York and New Jersey will get some of the first 80 devices, which were ordered "immediately" and will arrive this autumn, Jarrod Agen, a Homeland Security spokesman, told The Associated Press.

National standards critical for emergency preparedness
Standards are "absolutely critical" to the success of emergency preparedness efforts in the U.S., according to George W. Foresman, U.S. Department of Homeland Security under secretary for preparedness. Foresman spoke at a workshop of the American National Standards Institute's Homeland Security Standards Panel (ANSI-HSSP) that analyzed the lessons learned from Hurricane Katrina.

Banned lighters may be flying high again
Momentum is building to lift the Congressional ban on cigarette lighters aboard airplanes, which took effect in April 2005. Since then, security screeners have confiscated 16 million lighters, which typically cost $1 to $2 each unless they are luxury models.
It costs the government $6 million to dispose of the lighters, about $4 million more than it cost to get rid of all confiscated items before the lighter ban, according to the Transportation Security Administration.

Man finds port security hitch
Want to get into a secure port area? Just hitch a ride.
That's what The Seattle Times found when a staff reporter bummed rides with truck drivers he had never met to enter shipping terminals in Seattle and Los Angeles-Long Beach, according to an article published this week.
In a first-person account, Alwyn Scott wrote that only once was he asked for identification, at Terminal 18, the largest container dock in Seattle, and a uniformed guard waved him through the gate after he flashed an expired driver's license.

Procurement Watch

  • The Port Authority of New York and New Jersey's Exchange Place PATH transit system station in Jersey City, N.J., has installed passenger screening equipment from Brijot Imaging Systems, Orlando, Fla., as part of the U.S. Department of Homeland Security Rail Security Pilot Project's two week field demonstration of technologies that detect explosives and other large weapons perceived as potential threats to the nation's rail systems.

  • The U.S. Department of Defense has ordered more than 2,000 Improved Chemical Agent Monitor (ICAM) units from Smiths Detection, Pine Brook, N.J. The units are hand-held, post-attack devices that can locate the presence of nerve and blister agent contamination on personnel and equipment in both combat and Homeland defense missions.

  • Six state driver service agencies have selected the AutoTest line of solutions from Viisage Technology Inc., Billerica, Mass., to improve the accuracy and security of applicant testing, identity proofing, ID issuance and customer service in the driver's licensing process. The added safety measures in these processes are expected to help move the states toward compliance with the REAL ID Act, which aims to create standards for security among the states' driver's licenses.

  • The New York City Police Department (NYPD) Real Time Crime Center has deployed visualization technology from ABM America, Herndon, Va. Using the software, police analysts are able to view hidden and indirect relationships between incidents and offenders across all New York boroughs, increasing the overall intelligence picture and enabling NYPD to share and act upon the information.
