U.S. airlines under attack?
British authorities said Thursday they had disrupted a well-advanced "major terrorist plot" to blow up passenger flights between the United Kingdom and the United States using liquid explosives, prompting a full-scale security clampdown at U.S. and British airports and a cascade of delays in both domestic and trans-Atlantic flights, The Washington Post reports.
British authorities say the threat involved terrorists who aimed to smuggle liquid explosive material aboard airplanes in hand baggage, including timers and detonators that could be assembled in flight. British Home Secretary John Reid said the operation was aimed at bringing down "a number of aircraft" -- reportedly at least ten -- "through mid-flight explosions, causing a considerable loss of life."
U.S. officials raised the "threat level" for air transport to red, the highest alert. The terrorists had intended to target flights to Washington, New York and California operated by American Airlines, Continental Airlines and United Airlines, a U.S. official says. It is the first time the red alert level in the Homeland Security warning system has been invoked, although there have been brief periods in the past when the orange level was applied. Homeland Security defines the red alert as designating a "severe risk of terrorist attacks."

Agents fake their way through border checkpoints
Agents for the Government Accountability Office (GAO) successfully entered the United States using fictitious driver's licenses and other bogus documentation through nine land ports of entry on the northern and southern borders.

DHS urges computer users to install Windows patch ASAP
In a rare alert, the U.S. Department of Homeland Security has urged Windows users to plug a potential worm hole in the Microsoft operating system, CNet reports.
DHS issued a news release this week recommending that people apply Microsoft's MS06-040 patch as quickly as possible. The software maker released the "critical" fix as part of its monthly patch cycle.

DHS seeks help with single sign-on solution
More than a year after Homeland Security Department Secretary Michael Chertoff declared improved information sharing as one of his six priorities for overhauling DHS, the agency has issued a request for information for industry solutions that can provide single sign-on access to its online services, Federal Computer Week reports.

Procurement Watch

  • Raytheon Co., Waltham. Mass., has been selected by the Department of Homeland Security to develop and produce Advanced Spectroscopic Portal (ASP) nuclear detection capability. The ASP contract, with an initial funded value of $18.2 million, places Raytheon Integrated Defense Systems leading a team that includes Bubble Technology Industries, Ontario, Canada, to produce a medium resolution Advanced Spectroscopic Portal system.

  • ObjectVideo, Reston, Va., has successfully developed and tested its new scanning camera technology for border applications for the Homeland Security Advanced Research Project Agency (HSARPA). The work by ObjectVideo represents two contracts totaling $3.2 million from HSARPA to enhance U.S. Customs and Border Protection (CBP's) existing intelligent video surveillance capabilities on the northern and southern borders of the United States.

  • The U.S. Army Corps of Engineers has contracted Adesta LLC, Omaha, Neb., to design, build and install electronic and physical security systems for two additional dams on the Missouri River. The Corps increased the original contract to include security enhancements at these two dams, bringing the total number of dams that Adesta will secure on the Missouri River to six.

  • Analex Corp., Fairfax, Va., has been awarded a prime contract by the Defense Advanced Research Projects Agency (DARPA), under which Analex will provide professional security services in support of DARPA's Security and Intelligence Directorate (SID) in and around the national capital area and at specified contractor sites.
