Boeing wins SBInet contract
The Department of Homeland Security (DHS) has awarded Boeing Co. a contract to implement SBInet along the United States northern and southern borders.
The goal of the SBInet program -- a component of the Secure Border Initiative (SBI) plan assigned to Customs and Border Protection -- is to integrate personnel, infrastructure, technologies and rapid-response capability for border security.
SBInet aims to combine existing investments and current security initiatives with new technologies. While SBI focuses more on the comprehensive strategy of border control and immigration enforcement, SBInet's need to integrate technology into border enforcement applies directly to the security industry.

D.C. region officials finalize strategic security plan
Two years of planning and effort have led officials from the Washington region to approve a Homeland security strategic plan that includes steps to improve disaster response.
The 118-page plan takes aim at one of the main problems in coping with a disaster: the fragmentation of the region, which includes more than 20 cities and counties and scores of federal agencies, spread out over two states and the District, the Washington Post reports.

Texas unveils interoperable communications network
Texas has implemented a fully interoperable communications service at Dallas Love Field that enables police, fire, federal agencies, private industry and airport personnel to communicate with each other over their existing networks and equipment.

TWIC ID cards will be ready; readers will not
The United States will begin issuing high-security biometric identification cards for port workers as planned at the year-end, but the roll-out of card readers will be postponed to next year, the Department of Homeland Security says.

Cyber Storm results released
After long analysis, the Department of Homeland Security has released the results of its Cyber Storm exercise, help in early February.
The first Government-led, full-scale, cyber security exercise of its kind, Cyber Storm was a coordinated effort among international, federal and state governments, and private sector organizations to test response, coordination, and recovery mechanisms in reaction to simulated cyber events.

Procurement Watch

  • The Department of Homeland Security has awarded a contract to American Science and Engineering, Billerica, Mass., SAIC, San Diego, and L-3 Communications, Woburn, Mass., for the Cargo Advanced Automated Radiography System (CAARS). The system is part of DHS' border security strategy to implement automated technologies to better detect radiological and nuclear threats at U.S. ports of entry.

  • The U.S. State Department has deployed a video surveillance system from ioimage, Hackensack, N.J., at a compound in Kabul, Afghanistan to protect the facility from security breaches. The intelligent video appliances enable dozens of pan/tilt/zoom and fixed cameras to monitor activity outside the compound and to alert security guards to suspicious events and insurgent attacks.

  • U.S. Customs and Border Protection has awarded Northrop Grumman Corp., McLean, Va., a contract to provide border security surveillance for land ports of entry along the southwest U.S. border. As part of the contract, Northrop Grumman's Information Technology (IT) sector will design, develop, test and install a surveillance solution to secure more than 40 official border crossings from San Diego, Calif., to Brownsville, Texas. The company will also train personnel.

  • Bioscrypt Inc., Toronto, has announced that its fingerprint algorithms have been qualified by the General Services Administration (GSA) for use in the U.S. government's Personal Identity Verification (PIV) program.
