Bush signs Homeland bill; border fence coming
Standing before a mountainous backdrop in Arizona, a state that has been the center of debate over secure borders, President Bush this week signed into law a $35 billion Homeland security spending bill that could bring hundreds of miles of fencing to the busiest illegal entry point on the U.S.-Mexican border.
Among other things, Bush said the Homeland security funding bill deploys nuclear detection equipment to points of entry, raises safety security standards at chemical plants, provides better tools to enforce immigration laws and provides vehicle barriers, lighting and infrared cameras to help catch illegals trying to cross the border.

Transportation systems receive large grants
The Department of Homeland Security is distributing grants to ports, transit and intercity bus systems to strengthen the nation's ability to prevent, protect against, respond to and recover from terrorist attacks, major disasters and other emergencies. These awards are part of the Infrastructure Protection Program (IPP), which are comprised of seven programs constituting major critical infrastructure sectors.
A total of $135 million in grants were distributed, with the tri-state area of New York, New Jersey and Connecticut receiving the largest grant, for nearly $54 million.

New York transit to upgrade chemical detection system
Two years after a chemical detection system was rushed into place at Grand Central Station in time for the Republican National Convention in the summer of 2004, officials at New York's Metropolitan Transportation Authority are satisfied that they can use the equipment properly and have decided to spend $3.9 million to further upgrade the network of sensors at Grand Central Terminal and install a similar system in Pennsylvania Station, The New York Times reports.

Congress passes port security legislation
Congress has passed legislation that tightens security at U.S. ports, requiring radiation monitors at the 22 largest ports by the end of next year.
The measure proposes $3.4 billion over the next five years to buy the detectors and hire more Customs and Border Protection officers, Bloomberg News reports.

The Department of Homeland Security has awarded two contracts focused on the development and deployment of radiation detection technology.

Texas university to develop cyber-security program
The University of Texas at San Antonio Center for Infrastructure Assurance and Security (CIAS) has been awarded a three-year, $3.1 million competitive training grant from the Department of Homeland Security to support state and community efforts in establishing cyber-security training and development programs.

Procurement Watch

  • Integral Technologies Inc., Indianapolis, has launched a government security initiative that addresses Federal Government security standards, including the Homeland Security Presidential Directive (HSPD-12) and the Federal Information Processing Standard (FIPS-201). Several Integral products will be enhanced as part of the enterprise-wide initiative designed to produce compliant security solutions for government installations.

  • The Department of Homeland Security has awarded a contract to Northrop Grumman Corp., Century City, Calif., to provide biometric identification services for immigration purposes. The contract extends one established in 1999 to install biometric capture devices to scan and record fingerprints of those applying for U.S. citizenship.

  • The Department of Homeland Security and the U.S. State Department have purchased optical memory cards from LaserCard Corp., Mountain View, Calif., for use in the green card program.

  • The State of Florida has chosen uniform port access credential cards from Oberthur Card Systems, San Diego, as part of a port security initiative to limit access to secure areas in 12 of the state's deep-water ports. The cards will comply with HSPD-12, the common identification standard for federal employees and contractors.
