One-year
timetable for HSPD-12 card issuance begins
Oct. 27 marked the deadline for federal agencies to
begin issuing new biometrics-based smart cards to its employees and
contractors for access to federal buildings and information systems
nationwide.
The measure is part of Homeland Security Presidential Directive 12
(HSPD-12), which calls for a mandatory, government-wide standard for
secure and reliable forms of identification to enhance government
security and efficiency, reduce identity fraud and protect personal
privacy.

TWIC program may
run into further delays
The Transportation Worker Identification Credential
(TWIC) is still being developed by the Transportation Security
Administration. The credential will ensure that only workers that do not
pose a terrorist threat are allowed to enter secure areas of
transportation facilities.
The Government Accountability Office (GAO), however, is reporting that
the biometric-based identification card program is susceptible to more
cost overruns and delays.

Border fence
may have a few holes
No sooner did Congress authorize construction of a
700-mile fence on the U.S.-Mexico border than lawmakers rushed to
approve separate legislation that ensures it will never be built as
advertised, according to a Washington Post report.
Congress has approved a proposal to build a barrier along the
U.S.-Mexico border. It would include two layers of fencing, lighting,
cameras and sensors. But a few weeks ago the House and Senate gave the
Bush administration leeway to distribute the money to a combination of
projects -- not just the physical barrier along the southern border.

Maryland
transit deploys intelligent video
The Maryland Transit Administration, the ninth-largest
transit system in the country, has unveiled new security technology at
the Camden Yards Light Rail and MARC station.
The MTA and the Department of Homeland Security spent 15 months
developing a program that integrates intelligent video surveillance
software with security cameras.

Would-be
hijackers targeted American cities
A group of alleged terrorists arrested in London in
August planned to blow up airliners over U.S. cities to maximize
casualties, rather than over the Atlantic Ocean as many intelligence
officials originally thought, according to recent remarks by a senior
FBI official.

HPRDS
contracts announced
The U.S. Department of Homeland Security's (DHS)
Domestic Nuclear Detection Office (DNDO) has announced $113 million in
competitive awards to enhance the detection of radiological materials at
the nation's ports of entry.
Human Portable Radiation Detection Systems (HPRDS) program contracts
have been awarded to Ametek AMT of Oak Ridge, Tenn., Science
Application International Corp. (SAIC) of San Diego Calif.,
Sanmina-SCI of Huntsville, Ala., Target Instruments Inc.
of Oak Ridge, Tenn., and Smiths Detection Inc. of Pine Brook,
N.J.

- American Science and Engineering Inc.,
Billerica, Mass., has been awarded a $4.7 million contract from the U.S.
Government for its OmniView Gantry Inspection System. The system will be
deployed at a checkpoint to inspect cargo for threats and contraband
prior to entering the facility.
- EFJ Inc., Irving, Texas, has announced that its
EFJohnson subsidiary has received an order from the Civil Air
Patrol (CAP) valued at $2.65 million, calling for Project 25-compliant
mobile radios and accessories.
- The Department of Homeland Security's U.S. Citizenship and
Immigration Services (USCIS) has awarded Creative Information
Technology Inc., Arlington, Va., an integration contract to develop
a Biometric Storage System (BSS). The BSS is to respond to periodic
demand surges and create a foundation for new programs such as the
RealID Act and the Strategic Border Initiative (SBI).
- The Transportation Security Administration (TSA) has selected
ActivIdentity Corp., Fremont, Calif., to redesign and develop the
agency's HSPD-12/FIPS-201-capable personnel security system used to
authenticate the smart card ID badges of TSA security
personnel.
