Communications
interoperability remains a nationwide challenge
Only six major U.S. cities have achieved full
"advanced implementation" of interoperable communications, according to
a nationwide assessment conducted by the Department of Homeland
Security.
Interoperable communications involve policies, technology and training
that enable law enforcement, fire and emergency medical services from
multiple jurisdictions in a common community to communicate effectively
within one hour of an incident. Each city/area was graded in three
categories:

TWIC program
for port security nears implementation
The Department of Homeland Security has issued the
final rule for the Transportation Worker Identification Credential
(TWIC) program, which enhances port security by checking the backgrounds
of workers before they are granted unescorted access to secure areas of
vessels and maritime facilities.
The rule lays out the enrollment process, disqualifying crimes, usage
procedures, fees and other requirements for workers, port owners and
operators.

Chertoff defends risk-based
approach to anti-terror grants
Seaports, rail and bus systems, trucking companies and
other private industries at risk of terrorist attack will share nearly a
half-billion dollars in anti-terrorism grants this year, Homeland
Security Secretary Michael Chertoff says.
"We're investing resources where risk is greatest and where the funds
will have the most significant impact," said Chertoff, responding to
critics who complained that the highest-risk cities did not get a big
enough share of federal Homeland security money last year, USA Today
reports.

Purdue
University to create Homeland security training
center
Purdue University is leading a $1.65 million effort to
convert the National Guard's Muscatatuck Urban Training Center in
Indiana into a Homeland security training center.
The Purdue Homeland Security Institute is working with the Indiana
National Guard, Indiana Department of Homeland Security, Indiana State
Police and U.S. Army to develop the training program at Muscatatuck, a
1,000-acre, 70-building facility about 60 miles southeast of
Indianapolis.

Majority of
Americans support biometrics in IDs
Eighty-two percent of Americans support the use of
biometric identification on passports, according to a recent survey
conducted by TRUSTe and market information group TNS. Three-quarters of
Americans support the addition of biometric information to driver's
licenses and nearly as many (72.6 percent) support adding it to Social
Security cards.

- Diebold Inc., North Canton, Ohio, has
earned certification from the General Services Administration (GSA) to
deliver security integration services that meet the requirements of
Homeland Security Presidential Directive 12 (HSPD-12) and Federal
Information Processing Standards (FIPS) 201.
- SCM Microsystems Inc., Fremont, Calif., has announced that
two of its physical access control terminals have been approved by the
GSA to be HSPD-12-compliant. As a result, SCM PACT terminals PAT1312 and
PAT1322 are to be included on the GSA's FIPS 201 Approved Product
List.
- Adesta LLC, Omaha, Neb., has announced that its physical and
electronic security solutions services have earned certification and
designation as a Qualified Anti-Terrorism Technology under the Support
Anti-terrorism by Fostering Effective Technologies (SAFETY) Act of 2002.
The purpose of the Act is to encourage the development and deployment of
anti-terrorism technologies that will substantially enhance the
protection of the nation.
- The managed PKI service from Entrust Inc., Dallas, has made
the GSA list of approved shared service providers. This status enables
Entrust to help federal agencies use PKI (public key infrastructure)
technology without having to maintain the certification authority (CA)
themselves.
