Designing
systems to guard against terrorism
When creating systems to protect people and places
against terrorist attacks, government officials should take into account
that terrorists actively seek and find ways around defensive measures
deployed against them, a RAND Corp. study says.
The report examines defensive technologies -- the systems and approaches
used to protect an area and its people from terrorism -- along with the
methods terrorist groups have historically used to thwart attempts to
discover and frustrate their efforts.

Bush proposes DHS budget
increase
The White House's $34.6 billion budget request for the
Department of Homeland Security includes boosts for some
multibillion-dollar programs supported by Lockheed Martin Corp. and
other top defense contractors, The Associated Press reports.

Industry gives
government low cyber security grades
The Cyber Security Industry Alliance (CSIA) has given
the government low grades on its cyber security. The Alliance has called
on the federal government to significantly bolster its efforts to ensure
the security of sensitive information, to improve the security and
resiliency of the critical information infrastructure and to increase
federal information assurance in 2007 -- all areas CSIA graded in 2006
with a "D."

GSA to stop paying for HSPD-12
vendor testing
The General Services Administration has announced that
as of April 3, it will no longer pay for vendors to test their products
and services to ensure they are interoperable under Homeland Security
Presidential Directive-12 (HSPD-12) requirements.
According to Government Computer News, the GSA set up a free testing lab
last May to make sure agencies had options for equipment and help from
vendors to meet the mandate and its requirements under the National
Institute of Standards and Technology's Federal Information Processing
Standard-201 (FIPS-201).

- The Department of Homeland Security (DHS)
competitively awarded two task orders last week in support of its
10-fingerprint standard. The awards were to Technica Corp.,
Vienna, Va., which will supply the Identix Touch Print 4100
Enhanced Definition Device, and to CounterTrade Products Inc.,
Arvada, Col., which will provide Crossmatch L Scan Guardian scanners.
These awards mark the next step in the transition from a two-fingerprint
collection standard to a 10-fingerprint standard, which will provide
officials with more comprehensive, biometrics-based information by
increasing the accuracy level of matching records, DHS
reports.
- Computer Sciences Corp., El Segundo, Calif., has won a
contract to develop the Integrated Digitization Document Management
Program (IDDMP) for the U.S. Citizen and Immigration Services (USCIS)
within the Department of Homeland Security (DHS). Under the terms of the
contract, CSC will develop and implement the IDDMP infrastructure and
integrate products and solutions necessary to enable the transformation
of USCIS alien files (A-files) from paper to digital
format.
- Digital Ally Inc., Leawood, Kan., has received an initial
purchase order from the West Virginia State Police for its DVM-500
Compact In-Car Digital Video Systems, which are integrated into police
vehicle rear-view mirror units.
- Aerient LLC, Alexandria, Va., a joint venture of four small
businesses including Avineon Inc., IntelliDyne LLC,
Homeland IT Infrastructure Services LLC and Appian Corp.,
has been selected as a prime contractor under the Department of Homeland
Security (DHS) Enterprise Acquisition Gateway for Leading Edge (EAGLE)
solutions program. Aerient will provide a range of IT services,
technical and management expertise and solution-related enabling
products to meet the mission needs of DHS within functional category
two, Operations and Maintenance.
