The Key To
Security: Sharing?
Two top-ranking antiterrorism officials have said that
the U.S. government is getting better at sharing information among
various agencies tasked with protecting the nation against terrorism,
but IT can help drive more improvements.
Two federal officials told a crowd of about 450 people consisting of
federal, state and local workers who deal with domestic security issues
that the U.S. government has improved its information-sharing
capabilities since Sept. 11. "We're not there yet; we're getting there,"
said Donna Bucella, director of the FBI's Terrorist Screening Center, as
reported by InterGovWorld.com. "I want to prove the naysayers wrong. I
want to prove government can work together."

US Rail Safety
Suggestions Come From Penn State
Two Penn State faculty members have conducted a study
that highlights the potential threats to America's railroad system,
examines the response of government and the rail industry to the
post-9/11 security responsibilities and suggests ways in which public
policy and rail operations can be better directed to meet the challenges
of security in an age of terrorist activity.
"Efforts to secure the nation's rail system have been undertaken by
federal, state and local government agencies and by private rail
operators," say Jeremy Plant, professor of public administration and
public policy, and Richard Young, professor of supply chain management
at Penn State's Harrisburg Campus.

Decline In
Cross-Border Activity Decreases Apprehensions
A continued decline in illegal cross-border activity
between ports of entry along the Southwest border has brought U.S.
Customs and Border Protection Border Patrol apprehensions down 24
percent compared to the previous year.
Between Oct. 1-June 30, Border Patrol agents made 682,468 apprehensions
along the nation's southern border compared to 894,496 apprehensions
during the same period last year. The Yuma, Ariz., and Del Rio, Texas,
sectors experienced the greatest declines, with a decrease of 68 percent
and 51 percent with 34,140 and 18,286 apprehensions respectively. The
number of alien apprehensions, not including Mexicans, dropped 48
percent along the southern border, which totaled 43,135 through the
third quarter 2007.

Security
Checkpoints To Become Sites Of X-Ray Testing
The Transportation Security Administration (TSA) has
announced it will begin testing advance technology (AT) X-ray machines,
including multi-view and high definition X-rays, at security
checkpoints. These new tools will provide enhanced explosive detection
capabilities for carry-on baggage.
L3 Communications, Smiths Detection and Rapiscan Systems have received
contract awards that call for each vendor to lease seven of their AT
X-ray machines to TSA for testing in airports. The total cost of the
initial contracts is $1.4 million with options to purchase additional
units in the future.

- Alabama's Birmingham airport is getting a
$2.12 million federal grant to upgrade two security features to comply
with requirements of the Department of Homeland Security (DHS) and the
Transportation Security Administration (TSA).
- The U.S. Department of Defense has awarded an $11.75 million
contract to Windmill International Inc., Nashua, N.H., for
further development and initial production of a portable communications
system for military units.
- OSI Systems Inc., Hawthorne, Calif., provider of specialized
electronic products for critical applications in the security industry,
has been awarded a contract from the TSA worth up to $97 million for an
Indefinite Delivery/Indefinite Quantity order for airport pilot
locations.
- Caci International Inc., Arlington, Va., has been awarded a
prime contract by the U.S. Transportation Command to support the
command's mission to provide air, land and sea transportation for the
Department of Defense.
