Lawmaker Says
Security Agency Is Faltering
A series of embarrassing incidents on federal property
across the country, including the theft of a trailer of surveillance
equipment from an FBI parking deck, is being blamed on budget cuts at
the agency charged with securing federal grounds, CNN reports.
"We're seeing the near collapse of the Federal Protective Service," Rep.
Eleanor Holmes Norton, D-District of Columbia, who leads the
congressional subcommittee that oversees federal buildings, told CNN.

TSA Canine
Program To Enhance Air Cargo Security
The Transportation Security Administration (TSA) has
implemented a new canine program to enhance explosives detection
capabilities in air cargo facilities nationwide. The launch of the
program marks the first time that TSA is training its own employees to
be explosives detection canine handlers.
The agency will train and certify more than 400 explosives detection
canine teams, composed of one dog and one handler, during the next two
years. Eighty-five of these teams will be TSA employee-led and will
primarily search cargo bound for passenger-carrying aircraft. The first
TSA teams began training in January and graduated March 14 after a
10-week training course at Lackland Air Force Base in San Antonio,
Texas. The teams are expected to be fully operational this summer.

Give Travelers A ‘Fast Pass’ Through Security
Clear (flyclear.com), the fast pass for airport
security, officially opened lanes yesterday at Reagan National and
Washington Dulles International Airports, amidst record-breaking traffic
in a pre-launch test period. Clear provides its members with an
unprecedented solution to the security bottlenecks that have become a
routine aspect of flying. D.C.-area fliers now have faster passage
through airport security at both airports no matter where or which
airline they fly.
More than 300 Clear members used the lanes in the first day of
unannounced testing March 14. "It was like serving food at a new
restaurant before its lights were even on or its opening was even
announced," says Clear CEO Steven Brill. "All of these people just
showed up, some from D.C., where we've already signed up about 3,500
people and others from among the more than 118,000 people who have
signed up across the country and who've been waiting for Reagan and
Dulles to get Clear.”

Study Finds
EEV Ineffective, Intrusive and Expensive
E-Verify, the program promoted by the Bush
administration to reduce illegal immigration, would be ineffective,
invasive and costly, finds a study by the Cato Institute.
"A full-fledged Electronic Employment Verification (EEV) system has many
practical and technical problems--to say nothing of the question of
whether it is appropriate for a free country--and would still fail to
prevent illegal immigration" says Jim Harper, Cato's director of
Information Policy Studies and author of "Electronic Employment
Verification: Franz Kafka's Solution to Illegal Immigration."

- ICx Technologies, Arlington, Va., a
developer of advanced sensor technologies for Homeland security, force
protection and commercial applications, has secured from General
Dynamics Robotics Systems, Westminster, Md., a multi-year,
indefinite-delivery, indefinite-quantity follow-on contract for its
Mobile Detection Assessment and Response System (MDARS) Intruder
Detection Radar Sensor.
- The Department of Homeland Security has awarded $1.5 million
to the Louisville-Jefferson County, Ky., Metro Government to
upgrade communication infrastructure for law enforcement officials and
emergency responders.
- Paragon Systems Inc., Chantilly, Va., a subsidiary of
Tri-S Security Corp., an Atlanta-based provider of security
services and equipment for government and private entities, has been
awarded a new contract with the Department of Homeland Security
to provide armed security for federal buildings in Los Angeles and San
Diego.
- Computer Sciences Corp., El Segundo, Calif., a global
consulting, systems integration and outsourcing company, has won a
five-year contract worth approximately $45 million to expand the scope
of its SureTrak surveillance system for the U.S. Navy’s Naval Air
Systems Command.
