TSA Launches
Employee Screening Pilot Programs At Seven Airports
The Transportation Security Administration (TSA) has
launched 90-day employee screening pilots at seven airports as a
requirement of the Omnibus Appropriations Act passed by Congress in
January 2008. The legislation mandates examination of several types of
employee screening in order to determine ways to enhance aviation
security.
"We look forward to working with these airports to evaluate the cost and
effectiveness of various ways to enhance employee screening," says Kip
Hawley, TSA administrator. "After the pilots, we will work with Congress
and our security partners to assess and implement our findings."

U.S. Builds
Networks To Combat Continuing Water Supply Threats
Protecting water supplies always has been a priority
for local utilities, but since the Sept. 11 terrorist attacks, a host of
natural disasters have reminded communities that terrorists are not the
only threats to water systems. Water utilities have shifted their
security plans from a terrorism focus to an approach that considers all
hazards. “A lot of the response and readiness we put in place for
terrorist threats work really well for other emergencies,” says Jim
McDaniel, water system chief operating officer for the Los Angeles
Department of Water and Power. “[We've] retooled some of those things
to make them better for security, but I think the return we'll see is
that they will work better for so many disasters.”
The increased emphasis on water security, along with a shift toward
protection from all hazards, marks great progress, says Diane VanDe Hei,
executive director of the Washington-based Association of Metropolitan
Water Agencies and WaterISAC, an online security resource for water
utilities. Plenty of work remains, however, as the water industry
continues moving toward resiliency.

DHS Awards
$844 Million To Secure Nation's Critical
Infrastructure
The U.S. Department of Homeland Security (DHS) has
granted more than $844 million in awards as part of its Infrastructure
Protection Activities (IPA) grant program. Grant awards will strengthen
security at ports and enhance transit, trucking and intercity bus
systems. Funds provided will be used to prevent, protect against,
respond to and recover from terrorist attacks, major disasters and other
emergencies.
“With this year’s funding, the department will have provided roughly
$3 billion in grants for securing the nation’s critical infrastructure
and transportation systems,” says Homeland Security Secretary Michael
Chertoff. “As capabilities mature, we’re encouraging state and local
governments and the private sector to prioritize IED prevention and
protection, communications capabilities, information sharing, and
regionally based security cooperation.”

Arizona
Governor Resists Hiring State Guard Units For
Border
Gov. Janet Napolitano is balking at putting Arizona
National Guard units along the international border at state expense to
replace troops from across the nation who are being withdrawn, according
to a Capitol Media Services article.
Napolitano says that U.S. Homeland Security Secretary Michael Chertoff
has ignored her request to delay the planned end this summer of
Operation Jump Start.
That federally funded program, started in 2006, was designed to put
6,000 Guard soldiers in support roles along the border - 2,400 in
Arizona - to do projects ranging from surveillance and office tasks to
building fences. The idea was to free up Border Patrol officers to
actually get out in the field.

Procurement Watch

- San Diego County transit agencies will receive
more than $3.5 million in state money from the Governor's Office of
Homeland Security to improve security on buses and trains.
- A subsidiary of Tri-S Security Corp., Atlanta, called
Paragon Systems, has been awarded two new contracts estimated at
$5 million from the Department of Homeland Security and the Department
of Defense.
- Secure64 Software, Greenwood Village, Colo., a provider of
server applications, has been awarded $1.2 million from the Department
of Homeland Security Science and Technology Directorate to use its
product as an initiative to secure its Internet infrastructure.
- American Science and Engineering Inc., Billerica, Mass., a
provider of X-ray detection technology, has been selected by NC3A
to deliver Z Portal X-ray screening systems at strategic security
checkpoints.
