Report Finds Weakness in TSA
Security, Accounting Practices
According to an independent audit report released this
week, the Transportation Security Administration (TSA) has not been
“consistently” conducting background checks on employees and
contractors who provide security to information technology at the U.S.
Coast Guard’s financial center, the organization responsible for
completing TSA’s accounting work.
The report, released by KPMG LLP, a private international accounting
firm, also states that the TSA is unable to provide documentation to
back up $585 million listed in its financial documents because of weak
accounting practices, reports The Washington Times.
Released by the Department of Homeland Security's (DHS) Office of
Inspector General, the report states that the unsubstantiated TSA money
includes $351 million in accounts payable, $142 million in employee
leave documentation and $92 million in financial transactions with other
government agencies.

Terror Expert Warns Nevada,
Suggests Security Fundraising
After suggesting that Las Vegas contains the types of
entertainment targets considered iconic by terrorists, a retired U.S.
general who oversaw military operations in Iraq and Afghanistan told the
Nevada Homeland Security Commission on Wednesday that the state must
find a way to pay for security resources themselves if federal Homeland
security funding is cut to states, reports the Las Vegas
Review-Journal.
Retired Gen. John Abizaid, a Gardnerville, Nev., resident who was head
of the U.S. Central Command from 2003 to 2007, said al-Qaida involvement
in a 2002 nightclub bombing that killed more than 200 people in Bali
shows that the terrorist group believes strikes on targets symbolic of
pleasure can have a particularly paralyzing effect on a country.

Delaware Charter School To
Focus On Homeland Security
The first high school dedicated to preparing students
for the front lines in the Homeland security field has gone from theory
to planning in Wilmington, Del., reports The Delaware Business
Ledger.
Project Manager for the Delaware Academy for Public Safety and Security
and New Castle, Del., Attorney Thomas Little, has signed a contract with
Innovative Schools, a professional firm that will coordinate the
mechanics of preparing the school for its eventual opening.
The process of finding and funding a site for upwards of 600 young men
and women in Wilmington’s inner city is now under way.

California Plans Largest
Earthquake Drill In U.S. History
To help prepare Los Angeles and other southern
California residents for a major earthquake likely to occur in the next
30 years, Los Angeles city officials are planning the largest earthquake
drill in American history, reports the Asian Journal.
Los Angeles Mayor Antonio R. Villaraigosa joined local safety officials,
community and business leaders, and emergency managers to announce the
launch of the Great Southern California ShakeOut campaign.
ShakeOut will take place in November in eight southern California
counties.

- HMS Company, Washington, D.C., will
receive a $15.5 million grant to provide program management, planning
and support services for the Department of Homeland Security’s
Trucking Security Program (TSP). The TSP will administer an
anti-terrorism and security awareness program for highway professionals
in support of the National Preparedness Guidelines.
- The night vision division of ITT Corp., White Plains, N.Y.,
has received an indefinite-delivery, indefinite-quantity contract to
provide its PVS-14 night vision kits to first responders through the
Department of Homeland Security’s Commerical Equipment Direct
Assistance Program (CEDAP).
- GeoEye Inc., Dulles, Va., a provider of satellite, aerial and
geospatial information, has received $22 million in awards to supply
geospatial products and related services to the National Geospatial
Intelligence Agency.
- General Dynamics, Falls Church, Va., has secured a five-year
$62 million contract from the Department of Homeland Security to
develop, implement and maintain the Homeland Security Information
Network (HSIN).
