Virtual Fence
Construction In Arizona Faces Delay
Construction on "virtual fence" projects scheduled
along Arizona's border with Mexico is on hold indefinitely because the
Interior Department hasn't signed off on use of its lands, federal
officials have said.
Interior officials have not accepted a proposed finding in an
environmental assessment produced for the U.S. Border Patrol that
putting towers with radar, cameras and communications equipment on
Interior Department lands would have no significant impact, said Mike
Friel, a spokesman for U.S. Customs and Border Protection.

TSA To Start
Regulating Private Planes
The Transportation Security Administration is planning
a massive expansion of aviation security that for the first time will
regulate thousands of private planes now flying with no security rules.
The new regulations, expected to be proposed in coming months, stop
short of passenger screening, but would aim to prevent someone from
flying a small plane, possibly packed with explosives, into a building.
Authorities also worry about terrorists transporting hazardous materials
or themselves on private aircraft, said Michal Morgan, TSA head of
general aviation security.

DHS, Against
Recommendation, Puts State On Facility Shortlist
The Department of Homeland Security (DHS) swept aside
evaluations by government experts and named Mississippi -- home to
powerful U.S. lawmakers with sway over the agency -- as a potential
location for a $451 million national laboratory to study some of the
world's most virulent biological threats, according to internal
documents obtained by the Associated Press.
Among the sites passed over for the National Bio and Agro-Defense
Facility was Beltsville, Md., even though it scored better on Homeland
Security's evaluation system than the Mississippi site.

More Data To
Be Collected From Foreign Travelers
The Department of Homeland Security (DHS) is studying
how best to implement a little-noticed congressional mandate to gather,
search and store biometric data from all foreign visitors leaving the
country. The objective is to collect better data on foreigners who
violate the law while in the country or who overstay their visas.
Foreigners coming to the United States already face a string of
requirements for entry, from providing digital fingerprints and
photographs to a new rule that goes into force in a few months for
travelers—even from countries like France, Italy and the United
Kingdom—to register their airline itineraries three days before
arrival.

- The Department of Defense has purchased
software from ITT Corp., White Plains, N.Y., a high-technology
engineering company, to enhance security inspection document review and
release.
- American Science and Engineering Inc., Billerica, Mass., a
developer of X-ray detection technology, has received a $2.6 million
service renewal order from a government client to provide service for
multiple cargo systems.
- Amtrak has chosen the Pass system from AAAE, Alexandria, Va.,
professional organization representing those who work at public-use
commercial airports, to help communicate key security information to
passengers.
- The Department of Defense has awarded Smiths Detection,
Edgewood, Md., a developer of advanced integrated security systems, a
$28.5 million contract for advanced lightweight detectors.
