TSA to Assume Watch List Vetting with Secure Flight Program
The U.S. Department of Homeland Security (DHS) has announced the issuance of the Secure Flight Final Rule, which shifts pre-departure watch list matching responsibilities from individual aircraft operators to the Transportation Security Administration (TSA) and carries out a key recommendation of the 9/11 Commission.

By bringing watch list matching responsibilities in-house, TSA can better remedy possible misidentifications when a traveler's name is similar to one found on a watch list.

DHS Cops To Failure To Meet 2012 Cargo Scanning Deadline
Since DHS has admitted to failing to meet the 2012 deadline of scanning 100 percent of all incoming cargo, it has decided to instead get more information about who manufactures and packs the goods.

This shift in focus from will allow container cargo from unknown firms and countries tagged as terrorist havens to be marked for scanning for nuclear or radiological materials, drastically reducing the volume of scanning work for the department.

Smart Card Alliance Government Conference Addresses Issues
Many are asking what will happen to the U.S. federal government identity and smart card programs under a new administration. This theme was evident for presenters as the Smart Card Alliance kicked off its three-day, 7th annual government conference and hosted a meeting of the federal government's Interagency Advisory Board.

Smart cards, biometrics and identity spending got a boost from two wars and programs to improve Homeland security, according to Jeremy Grant, identity solution analyst for Stanford Group, an investment banking and advisory company.

Warning Systems For Helicopters Not Catching On Quickly
A computerized safety system for a helicopter such as the Honeywell model that warns pilots of upcoming and unexpected terrain is considered one of the best defenses against the epidemic of accidents on air ambulance helicopter flights that have killed 35 people in nine crashes over the past 12 months, say federal accident investigators and safety experts.

The system is designed to help prevent accidents such as the recent Aurora, Ill., crash that killed four people. According to the USA Today, preliminary reports indicate the medical evacuation helicopter struck a support wire holding a 750-foot radio tower. Besides natural obstacles, the system warns helicopter pilots when they fly too close to towers and other man-made obstructions.

Procurement Watch

  • Kratos Defense & Security Solutions Inc., a Homeland security solutions provider, has received new awards and option exercises totaling $21.1 million from the Defense Logistics Agency (DLA) and the Defense Contract Management Agency (DCMA).

  • Recognizing the nationwide critical need for technology that can save the lives of first responders by accurately tracking their location inside buildings, the Department of Homeland Security has awarded Worcester Polytechnic Institute (WPI) $430,000.

  • The Oregon Office of Emergency Management Sheriff's Office has received a conditional award totaling $454,052 from the Fiscal Year 2008 Homeland Security Grant.

  • Maryland is doling out $27 million in Homeland security grants to local governments to help them improve public safety programs.
