DHS Announces Freight, Passenger Rail Systems Security Standards
The U.S. Department of Homeland Security (DHS) has proposed regulations aimed at strengthening the security of the nation's freight and passenger rail systems and reducing the risk associated with the transportation of security-sensitive materials.

"By striking a sensible balance of security guidelines with certain regulatory requirements, we're enabling the rail and chemical industries to be stronger partners," said Homeland Security Secretary Michael Chertoff. "The results are sound security measures without excessively burdening owners and operators."

Security Professionals Open Business To Assist Chemical Facilities
A group of security and emergency management professionals have formed Chemical Security Services (CSS) to assist chemical facilities in complying with complex security regulations contained in the U.S. Department of Homeland Security's (DHS) Chemical Facility Anti-Terrorism Standards (CFATS).

"We've assembled a special team of experts to assist chemical facilities in addressing all CFATS requirements and issues," said Mark H. Johnson, former Deputy Assistant Administrator of the Transportation Security Administration and a CSS Director.

Easier For States To Receive Security Grants In 2009
The Department of Homeland Security has plans to dole out $3 billion in counterterrorism grants next year to state and local agencies with far-fewer strings attached than in past years, in a concession to sharply tightening budgets at all levels of government.

The total amount mandated by Congress to go to the 50 states and the District, as well as funds for ports, transit systems, emergency managers, tribes, nonprofit groups and others, remains close to last year's levels. According to the Washington Post, DHS acted months earlier in revealing specific amounts that will go to the states and the 62 designated high-risk cities.

Airplane Liquid Rules Likely To Ease Next Year
Airline passengers will likely be able to carry large bottles of liquids on airplanes some time next year, the Transportation Security Administration says.

The TSA expects by next fall to lift restrictions that limit passengers to carrying 3-ounce bottles of liquids, gels and aerosols in airplane cabins, agency chief Kip Hawley said on the agency's Web site. Passengers would still have to remove liquids from carry-on bags at airport checkpoints and put them through X-ray machines separately.
