Former president backs PACE program
Former President Bill Clinton is backing efforts to expand the Property Assessed Clean Energy (PACE) program, which finances energy-saving retrofits for homes and buildings, to a national level. The PACE program, which began in California last year, is already administered by cities in 13 other states. Read the entire article here.

Has the recession permanently changed your local government?
Local government operations have changed permanently as a result of the recent financial crisis, according to a report from the Washington-based International City/County Management Association (ICMA). Eighty percent of the more than 1,500 local governments that answered a survey for “How It Plays in Peoria: The Impact of the Fiscal Crisis on Local Governments” reported that the financial crisis had "moderately” to “severely” affected their local government. ICMA Deputy Executive Director Elizabeth Kellar said in a September press conference that “the recession has ushered in permanent changes in governing at the local level, and the changes that have been implemented represent a new way of doing business that will continue beyond the fiscal crisis.”

  • NASCIO, White House observe National Cyber Security Awareness Month
    October is National Cyber Security Awareness Month, and the Lexington, Ky.-based National Association of State Chief Information Officers (NASCIO) and the White House are joining other government and private agencies in efforts to educate the public on securing the Internet. This is the sixth year for observing the month, which is sponsored by the Washington-based National Cyber Security Alliance (NCSA). Read the entire article here.

    Mayors named as land-use fellows
    The mayors of Minneapolis, Nashville, Philadelphia and Phoenix are among 16 community leaders selected to participate in fellowships for the Washington-based Urban Land Institute’s (ULI) Daniel Rose Center for Public Leadership in Land Use.     The District of Columbia Department of Transportation has contracted with Long Beach, Calif.-based MOBIS TRANSPORTATION to install a bicycle station at Washington’s Union Station.

    The Louisiana Department of Social Services has contracted with Dallas-based AFFILIATED COMPUTER SERVICES to provide electronic benefit transfer services to state residents.

    Houston has contracted with locally based TPI to manage the city’s information technology infrastructure.
