Report: states not spending stimulus money effectively
States are not making as much progress as possible in spending funds from the American Recovery and Reinvestment Act (ARRA), according to a report by Washington-based Smart Growth America (SGA). Not enough of the $26 billion in ARRA funding for transportation projects has gone to repairing existing roads and bridges or to fund public transportation, the report says. Six months into President Obama's administration, polls are showing that, while the president himself remains very popular, his policies are losing support. For example, 52 percent of respondents to a June survey by the Washington-based Pew Research Center approved of Obama's handling of the economy, down from 60 percent in April.

South Carolina governor resigns RGA chairmanship

EPA offers $10 million in climate change grants
The Environmental Protection Agency (EPA) is offering $10 million in grants to local governments that are implementing climate change initiatives. EPA expects to award 20 to 30 grants, each ranging between $100,000 to $500,000. Read the entire article here.

Rise in urban chicken-keeping spurs new ordinances
Keeping chickens and other livestock in urban areas was common in the 19th century and is making a small comeback, forcing local government officials to react with new ordinances. Some communities have approved ordinances allowing residents to keep chickens, including Fort Collins and Longmont, Colo.; South Portland, Maine; Bloomington, Ind.; and Brainerd, Minn. However, some communities, such as the District of Columbia, prohibit chickens altogether. Read the entire article here.

Cuts to state and local budgets strain local festivals
Despite the economy, many large, multi-day music events have fared well this year, bringing millions of dollars to their host communities. The Coachella Music Festival and the Stagecoach Festival in Indio, Calif., and the Bonnaroo Music and Arts Festival in Manchester, Tenn., reported strong ticket sales comparable to 2008. But, smaller festivals, which are more dependent on government funding and sponsorships, have faced greater uncertainty. Read the entire article here.

Solar America Cities Spread the Wealth
The Solar America Cities (SAC) program, a U.S. Department of Energy (DOE) initiative that promotes the adoption of solar power into city energy planning, zoning and city facilities, is intended only for municipalities. However, some of the 25 SAC-designated cities are working with counties and other, smaller cities to apply the initiative’s grants and technical assistance to support local and regional solar planning. Each week, American City & County selects a photograph depicting a local scene that will appear on www.americancityandcounty.com. The photographs should be taken by city, county or state employees. At the end of the month, one photo is selected to print in American City & County magazine. To submit a photo, simply send an e-mail to edward.brock@penton.com. Attach the digital photo in jpeg format with a 300 dpi resolution, 5X7 inches. Include a description of where the picture was taken, when and the photographer's name. You will be notified by e-mail if your photograph is chosen to appear on the Web and in print.

Contract Announcements

The Washington State Department of Transportation has contracted with Bellevue, Wash.-based TRI-STATE CONSTRUCTION to replace 10 miles of cable median barrier with a concrete barrier along a stretch of Interstate 5 near Marysville, Wash.

Richmond, Calif.; Montgomery, Ala.; Trenton, N.J.; Mount Vernon, N.Y.; and Yonkers, N.Y., have purchased gunshot location systems from Mountain View, Calif.-based SHOTSPOTTER.

Los Angeles County has purchased a mass notification system from Columbus, Ohio-based TWENTY FIRST CENTURY COMMUNICATIONS.
