New foreclosure
hotspots emerge
The foreclosure crisis does not appear to be ending so
much as shifting location, according to a new report from Irvine,
Calif.-based RealtyTrac. Five of the 10 metro areas with the highest
overall foreclosure rates reported decreasing foreclosure activity since
the third quarter of 2008 in RealtyTrac’s “Q3 2009 Metropolitan
Foreclosure Market Report,” but many others in the top 50 cities for

Philadelphia
mayor testifies for climate legislation
Philadelphia Mayor Michael Nutter testified before
Congress last week in support of new climate protection legislation
endorsed by the Washington-based U.S. Conference of Mayors (USCM).
Nutter told a Congressional committee that the Clean Energy Jobs and
American Power Act (CEJAPA), which would extend funding for the Energy
Efficiency and Conservation Block Grant (EECBG) program, would help
cities create green jobs through local climate protection initiatives.

Census shows
decline in Los Angeles homelessness
While Los Angeles and its surrounding county have the
highest number of homeless people in the nation, the city’s homeless
population has declined 38 percent since 2007, according to a census by
the Los Angeles Homeless Services Authority (LAHSA). LAHSA attributes
the reduction to a combination of increased focus on homelessness by
city and county leaders, investments in housing programs, and the
creation of a network of agencies focused on ending homelessness. Read

New Web site
to focus on gerrymandering prevention
The 2010 U.S. Census likely will lead state and local
governments to redraw voting districts according to the new population
data, and the use of geographic information systems (GIS) could help
ensure the fairness of the redistricting process, according to
Philadelphia-based Avencia. In response, the software firm has launched
a Web site that will allow residents to track redistricting in their
areas, and it has released a revised version of its white paper that
measures districts’ compactness, an indicator of whether a district

Minneapolis
approves affirmative action plan
The Minneapolis City Council has approved a new
affirmative action plan aimed at further improving diversity in its
employment policies. The new plan seeks to meld the city’s diversity
and inclusion philosophy with leadership development, cultural awareness
and competence, targeted recruiting, mentoring, and intern and talent
management programs to ensure that the diversity efforts are

Contract Announcements
|
The Austin, Texas, Water Utility and the Virginia
Beach Public Utilities Department have contracted with White Plains,
N.Y.-based MALCOLM PIRNIE to create asset management plans for both
cities’ water and sewer systems.
The District of Columbia Water and Sewer Authority has contracted with
Overland Park, Kan.-based BLACK & VEATCH to perform upgrades at the Blue
Plains Advanced Wastewater Treatment Plant.
Washington, Allegany and Garrett counties, Md., have contracted with
Annapolis, Md.-based ARINC to build an interoperable radio network that
will link the counties’ public safety radio networks together and to
the systems of three state agencies.
