Clark County, Nev., cancels $7 billion bond election

    Cost or benefit?

    Last week, we asked whether schools or universities should feel obligated to reimburse municipalities for lost property taxes when schools buy land. Here is some of your feedback:
    • "Many cities would not exist if it weren't for the colleges and universities that are a part of the area," says one reader. "The jobs that the colleges provide to the area and the enormous amount of money students, faculty and staff put into the economy through sales, taxes and overall purchase power outweigh any tax loss the city would face."

    This week, the head of the Massachusetts School Building Authority, State Treasurer Timothy Cahill, wants schools to be built with prototype designs to cut down on the escalating costs of constructing schools. Do you think states should require school districts to use off-the-shelf designs instead of creating unique plans for their facilities?

    A. Yes. If a state is providing funding for local construction and has limited resources, it has a right to say how its money will be spent.
    B. No. Local district officials should have control of design decisions because they are in a better position to know the educational needs of their communities.

    In hindsight, the warning signs were abundant that Seung-Hui Cho was mentally troubled and potentially dangerous. But authorities at Virginia Tech didn't put together all the pieces until after the 23-year-old student opened fire on the Blacksburg campus on April 16, 2007, and killed 32 people before taking his own life. Numerous task forces and study groups formed after the Virginia Tech tragedy have concluded that schools and universities can do a better job identifying and providing services for students like Cho who are experiencing mental-health problems....
