This week, a study of the Chicago school system concludes that
its policy of closing academically failing schools has
not led to improved performance for most students in their new
schools. Do you think requiring academically failing schools to
close is an effective way to improve education for students?
A. Yes. Closing an academically failing
school is a drastic but necessary step to end a track record of
unacceptable performance.
B. No. Unless a district has the capacity
to move displaced students to campuses with stronger academic results,
closing a failing school is a cosmetic step that is unlikely to benefit
students.

in Fortville, Ind., is in the midst of a $44 million overhaul. Workers
have drilled several hundred holes 200 to 300 feet into the ground to
install a geothermal heat-pump system. By looking beyond initial
