Economy forces Ash Grove to idle nine of 10 plants
CP Staff

The Associated Press reported that Ash Grove Cement, the nation’s largest independently owned cement manufacturer, indicated plans late last month to suspend production at nine of its 10 U.S. plants, some starting the process as soon as mid-November, earlier than the company’s usual seasonal shutdowns. Companywide, the shutdown will affect about 500 of the company's 2,800 employees. Click here for full story

MIT, RMC Research, PCA launch Concrete Sustainability Hub

To accelerate concrete science and engineering breakthroughs and their transfer to commercial practice, the Concrete Sustainability Hub (CSH) will fund $10 million in research over the next five years, with MIT’s School of Engineering, School of Architecture and Planning, and Sloan School of Management among candidate participants. Unions smell rat in climate change legislation

In surprisingly pro-business style, organized labor has noted federal policy observers’ concerns regarding the economic impact of restricting carbon dioxide emissions. AFL-CIO Blog Now cites an Economic Policy Institute report, “Climate Change Policy,” proving how poorly crafted legislation could jeopardize at least 4 million jobs in or connected to the 10 most energy-intensive manufacturing industries, where cement ranks ninth. AGC challenges administration’s project labor agreement affinity

AGC is asking the U.S. Department of Labor to justify its requirement of a project labor agreement (PLA) for a $10 million Job Corps Center in Manchester, N.H., contending the decision effectively shuts out a majority of local contractors. AGC represents nonunion and union contractors, the latter accounting for 10.9 percent of New Hampshire’s construction workforce. Click here for full story

ABC members flood administration with comments opposing PLA order

As of late September, 402 ABC member companies, plus 504 of their employees, submitted comments to the White House opposing implementation of President Obama’s Executive Order 13502, encouraging agencies to consider union-only project labor agreements (PLAs) on federal construction contracts exceeding $25 million. Heavy equipment veteran joins Spancrete Group as vice president, COO

DOT’s LaHood advances driver texting bans, cell phone usage limitations

At the conclusion of last week’s two-day summit on distracted driving, Transportation Secretary Ray LaHood announced a series of actions his department and the Obama Administration are taking to help put an end to distracted driving. Timed to the summit, President Obama last week signed an executive order directing federal employees not to engage in text messaging while driving government-owned vehicles or privately owned vehicles while on official government business. ASTM set to release Pervious Concrete Test Standard
