NRMCA tells lawmakers of EPA-proposed coal ash designation pitfalls

Testifying July 22 on Capitol Hill, NRMCA President Robert Garbini noted that a potential Environmental Protection Agency plan to classify coal ash as a hazardous waste would exert a significant economic toll on producers nationwide, especially small operators, and make beneficial use of ASTM C618 material in concrete more onerous. EPA sets coal ash rule public hearings

The EPA Office of Resource Conservation and Recovery is accepting preregistration from individuals wishing to issue statements on the proposed rule, “Identification and Listing of Special Waste: Disposal of Coal Combustion Residuals from Electric Utilities.” The agency will hold public hearings August 30–September 16 in Arlington, Va.; Denver; Dallas; Charlotte, N.C.; and Chicago, with morning, afternoon and evening sessions. A proposed settlement with EPA New England Region calls for Cardi Materials, LLC to pay a $55,000 civil penalty; eliminate process water discharges at its Warwick, R.I., ready mixed plant; perform a comprehensive environmental audit to ensure the facility’s compliance with federal laws; hire certified personnel for additional stormwater discharge monitoring, reporting and permit oversight; and, provide operational employees training in stormwater management. Canadians test CO2 capture via concrete block curing

Researchers at Montreal’s McGill University are gauging the feasibility of curing concrete masonry units with carbon dioxide, which can react with cement to form a hybrid microstructure of calcium carbonate and calcium silicate hydrate, the main binding product of hydrated powder. CO2-capturing aggregate processor Calera lands $19.8 million DOE grant

Los Gatos, Calif.-based Calera Corp. is poised to design, build and operate a system that mineralizes carbon dioxide from flue gas, yielding carbonate-bearing aggregate for construction fill or cement mill raw feed. The company garnered a nearly $20 million grant—drawn from DOE stimulus allocations—based on a small-scale CO2 absorption facility at Moss Landing, near its northern California headquarters.
