Postal Governors Rebut PRC on
Catalog Rates

The U.S. Postal Service Board of Governors (BOG) has challenged the
Postal Regulatory Commission on several of its rate recommendations,
including those for standard mail flats, or catalogs.
Although the timing is unclear, the BOG asked the PRC to revisit several
issues stemming from the 2006 rate case.
It also challenged the PRC on non-machinable first class letters and
priority mail flat rate boxes.
But the BOG let stand the majority of standard mail rate hikes and the
shape-based pricing formula the PRC had suggested.
Except for periodical rates, which have been delayed until July, all the
new prices will go into effect May 14.
In its decision released yesterday, the BOG said it was "concerned about
the effect the steep increases in the prices of standard mail flats
would have on the vitality of the catalog industry."
Some PRC-recommended increases were as much as 40%, more than twice what
the USPS had originally proposed, according to the governors.
For example, "those catalogs which pay the piece rates for automation
flats entered at Sectional Center Facilities closest to the delivery
destination face a 41.1% increase under the Commission's proposal, but
would have experienced an 18.5% increase under the Postal Service's
proposal," the decision said.
The BOG added that "the risks of misjudging how mailers (and thus mail
volume) would respond increase significantly with rate changes of this
magnitude."
It was not known at deadline if industry pressure contributed to the
BOG's decision.
According to the BOG, the PRC stated in its Feb. 26 recommendation that
"mailers should be able to convert lightweight pieces to more efficient,
less costly letters if they feel that these cost-based rates are no
longer the most cost-effective way to send their mailings."
The commission relied on Bookspan's experience as "evidence that mailers
can be induced to change their mail piece shape through economic
incentives," the decision continued.
But the governors argued that "we are not confident that Bookspan
provides a completely reliable guide for Standard Mail rates in current
circumstances."
The BOG cited the rule that letter mail can only be up to 0.25 inches
thick.
"The commission did not explain how flat-size mail pieces that already
exceed the maximum letter thickness could change from flat shape to
letter shape," it said. "Moreover, the commission's rate design
significantly increases the price not only of lightweight flats but also
most heavyweight flats."
The BOG also noted that "the benefits of a robust catalog sector spill
over not only into other types of mail (such as First-Class mail and the
parcel classes) and other parts of the delivery industry (private
entities which likewise deliver parcels), but also into those portions
of the economy that produce, distribute, and service the goods ordered
from catalogs during the holidays and throughout the year."
The postal governors also sent back the commission's recommendations on
two-ounce and three-ounce first class mail letters because they don't
differentiate between machinable and non-machinable.
"The governors believe this warrants further analysis to ensure there
are incentives for mailers to provide letters that can be processed at
lower cost on efficient sorting equipment," the BOG said.
In addition, the governors urged the PRC to reconsider its
recommendations "as expeditiously as possible to give mailers a
practical opportunity to plan effectively for future mailings."
The BOG has no power to set any deadlines for the Commission, explained
Bob McLean, executive director the Mailers Council.
On the other hand, the BOG delayed until July 15 implementation of the
new rates for periodicals "to allow time for the publishing industry to
update computer software and adjust to the complexity of the
PRC-recommended rate structure for periodicals."
The USPS had proposed a single container charge for periodicals to
encourage efficiency, but the PRC recommended 55 different prices based
on container type, entry point, and level of sortation, the BOG noted.
The BOG also let stand the Commission's recommendation for a two-cent
increase, to 41 cents, for first class letters.

Network Launched for Internet Telemarketing to
Cell Phones
Medio Systems Inc. has formed a partnership with Ingenio Inc. to
integrate pay per call advertising within Medio MobileNow, a new mobile
search-advertising network.
Beginning in the second quarter, Ingenio's pay per call ads will begin
appearing in search results listings that pop up on mobile phones,
enabling consumers to respond to advertising with one click.
The network is designed for targeting ads to individual consumers based
on search behavior, click-through history, demographics, geography and
other information gathered through data mining and analysis.
"Mobile search is a unique advertising platform where advertisers can
reach consumers who are actively looking for their services and ready to
transact at that moment," said in statement Omar Tawakol, chief
advertising officer for Medio Systems, based in Seattle.
In addition to direct response ads and Internet telemarketing
applications, the network is also designed for generating Web site
traffic and for sales and distribution of online products such as ring
tones.

Patent Awarded to Gryphon Networks for
Do-Not-Call Lists
Gryphon Networks has received a U.S. patent for database technology
used with telemarketing predictive dialers for accessing do-not-call
lists.
The technology enables dialers to link with corporate databases to
identify telephone numbers on do-not-call lists. Federal and state
regulations require such lists be maintained and used in conjunction
with telemarketing.
"Outbound telemarketing has become incredibly sophisticated and
challenging. The rewards for those who do it well are increased revenues
and profits," said in a statement Keith Fotta, CEO of Gryphon.

Hanes Has the Look of Comfort
Hanes, purveyor of cotton tees and comfy undergarments for men, women,
and children, hit the mail recently with a new catalog.
Hanes is a part of Hanesbrands Inc., which is also the parent of One
Hanes Place and Just My Size. The company was spun off from Sara Lee
last year. On the cover of the 60-page book, actress Christina Applegate
"goes casual" in a red Hanes fleece sweatshirt, pictured holding a toy
fox terrier in a matching red collar. Also noted on the cover is a free
shipping offer for online orders. Inside, an eye-catching table of
contents uses nine boxed photos of Hanes-wearing models to outline the
division of tees, underwear, and other apparel within the book. Layouts
are filled with a wide array of shirts for men and women, promoted as
affordable, comfortable pieces that "look as fabulous as they feel." A
two-page spread, "All that a Tee Can Be," highlights the versatility of
a Hanes tee, showcasing a variety of tops on six women dressed for every
occasion. Many pages of the book are devoted to another famous Hanes
offering -- underwear. Women can choose from a variety of colorful
panties and camisoles, and are urged to "stock up" on bras, like Hanes
All-Over Comfort Tagless Underwire Bras, priced at two for $20, or $12
each. Other merchandise includes women's Sleep Shorts ($8) and the men's
Beefy-T Pocket Tee ($9). Also featured within the catalog are two other
Hanes celebrity models -- basketball great Michael Jordan and actor

Wildlife Conservation Society Uses Fundraising Voucher
The latest mail piece received from the nonprofit Wildlife Conservation
Society (WCS) looks more like a subscription mailing than a traditional
fundraising piece.
It utilizes a voucher format, a creative strategy commonly used by
publishers but very rarely seen in fundraising efforts. The
manila-colored monarch package features a "Notice of Eligibility for
Member Benefits" teaser above the address panel. Smaller text on the
package front asks that recipients "Return the Enclosed Form to Receive
Your Free Wildlife T-Shirt." Inside, a "Membership Enrollment Form"
features a personalized "Statement of Benefits" for the "Member Elect."
Benefits listed include subscription to the bimonthly Wildlife
Conservation member magazine, discounted admission to WCS-affiliated
zoos and aquariums, and the "limited-edition wildlife t-shirt" mentioned
on the package front. A glossy double-sided insert pictures the t-shirt
alongside a paragraph emphasizing that membership in the organization
not only entitles one to "great benefits" but also helps support WCS'
efforts "to save wildlife and wild lands." Images of Wildlife
Conservation magazine and details about its content appear on the back
of the insert. Information about the WCS and its worldwide conservation
efforts is printed on the back of the voucher's reply form. Membership
is presented at the top of the voucher as a hard offer of $17.95 for one
year, giving potential donors the option to pay now or be invoiced at a
later date. Hard offers are unusual for fundraising pieces, but have
appeared in past WCS mailings. Though the voucher format is a shift from
the more traditional 6" x 9" fundraising pieces tracked from the charity
in the recent past, both the magazine and t-shirt premiums have been
featured in its promotions for some time.
Corporate Writer & Editor Hones Business Communications
Mark Ragan and Jim Ylisela's Corporate Writer & Editor (CWE) recently
targeted business writers with a straightforward voucher package
offering premiums on payment and a professional rate.
The monthly print newsletter covers topics related to improving
corporate publications through the entire editorial process. It is
published by Lawrence Ragan Communications Inc., which specializes in
corporate communications, public relations, and leadership development
titles and conferences. The outer of the white 6" x 9-1/2" package
promises recipients a "goodie bag" with "More than $500 worth of free
stuff inside!" CWE then pokes fun at its teaser by noting, "We thought
we'd try the subtle approach" in parentheses and smaller type. Inside, a
voucher presents the cash offer as a "Professional Benefit Price" of
$189 for one year (12 issues), positioned as $50 off the cover price.
Attached, a list of "Benefits" identifies the editorial elements of CWE,
free website access, and three premiums on payment as reasons to
subscribe. The premiums are listed as "Supplements" and include a
booklet on improving creativity ($39.99 value), a book on how to
economically produce a quality publication ($199 value), and a
multimedia CD about "How to get people to fall in love with your
communication vehicle" ($279 value).

It is my understanding that David Oreck attempted to turn all postal
mail receptacles in vacuum cleaners before he took his message to
television. The Postal Service, however, did not want users of the
postal system to think there mail was being swept up with the
garbage.
Further, I know from Hollywood insiders that Will Smith tried to hook up
speakers to mail boxes so that when the mailboxes were opened they
repeated, "All Hail J!" until the lip was closed. This, too, was nixed,
as the Postal Service did not want people thinking they really employed
aliens in Truro.
And there is ABSOLUTELY no truth to the rumors that I vacation at the
Pere Lachaise cemetery every July.

Sales Representative
Quad/Graphics is seeking an experienced, sales-driven individual with a
proven track record to join its Data Solutions Sales team in the San
Francisco or Seattle market. Core responsibilities include expanding our
data services presence in Quads West coast sales offices, supporting new
customer efforts in a team selling role as well as the need for
significant outside prospecting/sales efforts among non-Quad/Graphics
customers and in new vertical markets. The successful candidate will be
responsible for managing and customizing marketing materials to support
outside selling, cold-calling and prospect follow-up in a highly
independent environment and will be solely responsible for selling
QuadData Solutions to print and non-print customers and prospects in our
West coast territory. Must be a self-starter with excellent
communication skills. Knowledge of Merge/Purge, Address Integrity
Services, Presort and a good understanding of the requirements for
personalization and manufacturing files for various printers is
required. Database and Data Analytics experience is a plus. Minimum of 2
years in data services sales required. A candidate that comes with an
existing portfolio of marketing/data related contacts is a plus. Travel
is required. This individual will work out of our San Francisco or
Seattle sales office and support sales in the West Coast region.
