    Subprime Woes Cause Credit Card Mail Decline: Survey
    Credit card direct mail volume declined during the fourth quarter, as issuers were strained from the fallout of the subprime mortgage crisis and unsure about the economy, according to Synovate.

    Specifically, mailers sent out nearly 1.29 million offers, down 14% from more than 1.5 million offers in the prior year. Response rates were flat at 0.5%.

    Overall credit card mail volume for the year was 5.2 billion, down almost 10% from 5.8 billion in he previous year.

    "Driving the decline are issuers that target subprime customers and those exposed by the mortgage meltdown," said Andrew Davidson, vice president of competitive tracking services, in a statement.

    Card issuers that cut back solicitations the most were Washington Mutual (-73%), HSBC (-34%), Citibank (-52%) and Discover (-50%), according to Synovate, which noted that Washington Mutual and HSBC, in particular, targeted subprime customers. While not necessarily targeting this group, Citibank and Discover both experienced financial difficulties as a result of the crisis.

    However, Chase, in an effort to take advantage of the situation, increased its mailing volume 62% over last year, because it limited its exposure to the mortgage crisis.

    Privacy Bills Move Forward in California
    Two bills aimed at protecting California residents from identity theft and privacy invasion are making their way through the state legislature.

    Late last week, the State Senate passed 40-0 SB 612, a measure which would allow identity theft to be prosecuted in the county in which the victim lives, according to State Senator Joe Simitian (D-Palo Alto), the bill's sponsor.

    "Current law permits prosecution in the county in which the theft occurred or the county in which the information was illegally used, both of which may be hundreds of miles away from the victim's home," said Simitian, in a statement.

    The Senate also passed SB 364, also authored by Simitian, which would require that consumers receive a clear, informative notification letter when personal data kept by a business or public agency has been stolen.

    SB 364, which passed 30-7, also requires the state to establish a central reporting site to catalog security breaches.

    "Businesses and public agencies already are required to notify people whose personal information might have fallen into the wrong hands," said Simitian. "But there is no standard set for what information must be included in the notice.

    "Some businesses let people know what has happened and what they can do to protect themselves. Others have sugarcoated the news, or buried it in legal jargon, with the result that people don't understand their vulnerability to identity theft."

    Both bills are awaiting action in the State Assembly.

    BT Acquires Online Service Firm Fresca Ltd.
    BT has acquired Fresca Ltd., a U.K. online marketing services firm.

    Terms were not disclosed.

    This acquisition will allow BT Expedite to offer an e-commerce platform, highly customizable Web store front and the flexible integration capabilities of its e-commerce engine, according to BT.

    IA Global to Purchase Asia Premier
    IA Global Inc. will purchase Asia Premier Executive Business Suites Inc., a Philippine call center outsourcing company, for an undisclosed sum.

    IA said it would use Asia Premier as its Southern Pacific hub where it expects to make future acquisitions

    Select Comfort Income and Sales Fall
    Select Comfort Corp. posted net income of $2.2 million for the fourth quarter, a decrease from $10.8 million in the prior year.

    The direct marketer reported net sales of $190.7 million for the quarter ended Dec. 29, a 4% decrease from $198 million the last year.

    The Minneapolis firm posted a 4% increase in online revenue for the quarter.

    "Weaker-than-expected consumer spending following the Thanksgiving holiday offset positive sales trends during the first two months of the fourth quarter," said Bill McLaughlin, CEO, in a statement.
