Change Proposals
Pending Code Change Item for 2011
NEC
As noted in the NEC Committee Report on
Proposals, 2010 Annual Revision Cycle, Code-Making Panel 3 has
voted
to accept a Code change submitted by Merton W. Bunker, Jr., U.S.
Department of State, (Log #1173 NEC-P03). Bunker recommended adding a
new item to 725.3 to read as follows: "(H) Raceways Exposed to
Different
Temperatures. Installations shall comply with 300.7(A)." He notes that
condensation often forms in conduit exposed to non-conditioned and
condition space, and this change will bring the requirements of
300.7(A)
into Art. 725.
The document is open for public review and comment through October
23, 2009. You can download
an electronic version of the report via the NFPA Web site.
All interested parties are urged to read this report and submit
their
comments on the forms provided in the report. Each comment received on
or before the closing date of the comment period will be considered and
acted upon by the NEC Code Committee. The results of the committee
action will be published in the NEC Committee Report on
Comments,
which will be made available to all who request it. The Report on
Comments mail date is scheduled for March 29, 2010.

Q. We have a heat tape system installed on a
metal roof. The heat tape has arced against the metal before, and we
are
concerned we will burn the place to the ground. Someone told us to use
a
GFCI on the circuit, and someone else told us not to. Does the NEC
offer
any guidance here?

When installing freestanding-type partitions that are
cord- and plug-connected, electrically connected, and mechanically
contiguous, which of the following statements is true?
- The partition(s) shall not exceed 30 ft when assembled. The
partition may be supplied by a single flexible cord and plug. The cord
and plug shall be a minimum 12 AWG, extra hard usage and contain an
insulated equipment grounding conductor. The cord shall also be a
maximum of 2 ft in length.
- The receptacle supplying power to the partition(s) shall be on a
separate circuit servicing only panels and no other loads. It shall
also
be located not more than 12 in. from the partition it is connected to.
- Individual partitions or groups of interconnected individual
partitions shall not contain more than 13 15A, 125V receptacle
outlets.
- Individual partitions or groups of interconnected individual
partitions shall not contain multiwire circuits.
- All of the above.

Code News Update
South Carolina Building
Council Contemplates Code Version
Now that South Carolina has adopted the 2008 NEC, as of
July 1, 2009, a question recently arose at the South Carolina Building
Codes Council meeting in late August, concerning which edition of the
Code (2005 or 2008) should be used as a reference for the 2006
International Residential Code (IRC).
According to a notice posted on its Web site, the question
addressed by the Building Codes Council was "based on the language of
the preamble for Chapter 33 of the IRC, which states the requirements
of
the chapter are based on the 2005 NEC."
After reviewing the language of the preamble — along with the
applicable state law — the notice also indicates that council members
concluded the 2008 NEC is the current electrical code; therefore, it
should be "duly adopted and implemented." In addition, it agreed that
two editions of the same code cannot be valid at the same time. The
Council also drew the following conclusions:
- Construction of single- and two-family residences, including all
related systems, must be in compliance with the IRC; and
- If a specific issue is not addressed in the electrical section of
the IRC, the 2008 NEC may be used.

Conference & Expo in Las Vegas, June 7-10, 2010. The group is seeking
out educational presentations in areas such as building & life safety,
codes & standards, electrical systems, and research. Proposals are due
by Friday, September 18, 2009. They must be submitted online through
