2006 Deferred
Industrial Projects Reach $115 Billion
According to research by Industrial Info Resources,
Sugar Land, Texas, 1,119 projects originally scheduled to begin
construction in 2006 in the United States have been deferred to 2007 or
beyond. These projects represent almost $115 billion in total
investment
value. Market shifts, permitting delays, and financing issues are the
main reasons for project deferrals. In many cases, companies
cannot justify the expenditure for major capital projects, because the
return on investment isn't there. Sixty percent of the
deferred project expenditures are in the power industry, which has had
369 projects totaling almost $69 billion deferred to future years. The
industrial manufacturing industry is second on the list with 234
projects totaling $14.9 billion. But what appears to be staggering
numbers for project deferrals this year is actually dwarfed by current
active projects. For every project that was deferred, there were five
that remained active.

UL Launches
Education Initiative for NJATC Apprentices
Northbrook, Ill.-based Underwriters Laboratories, Inc.
(UL) recently launched a new education and scholarship program for the
National Joint Apprenticeship Training Committee (NJATC). UL's
commitment to NJATC will total $100,000 in scholarship funds for
apprentices across the United States over the next five years. As part
of the new education program, UL will donate $1,000 scholarships to 20
different committees for individual apprentice electricians beginning
their second year of training. Apprentices participate in five-year
programs to reach the classification of journeyman wireman. The UL
scholarship is meant help cover the textbook costs associated with the
remaining four years of the apprentice's training program. UL will work
directly with NJATC to determine the recipients of each scholarship and
will begin presenting awards in 2007.In addition to the scholarship,
UL regulatory services representatives will be involved in the
educational programs for IBEW trainers. UL will participate in a
training Webinar for NJATC educators at the beginning of 2007 to
discuss
the importance of third-party certification and how it helps to promote
public safety. Ultimately, UL will visit the 285 training centers in
the
United States to play an active role in this aspect of trainer
education.

Seeks Contractor for Lighting Controls Upgrade
The Dane County Purchasing Division, Madison, Wis., is
seeking sealed bids for a lighting controls upgrade at the Alliant
Energy Center -- Veterans Memorial Coliseum. Scope of work comprises an
upgrade of the existing incandescent and high-intensity discharge
lighting control systems including dimmers, secondary overcurrent
protection devices, relays, and custom racks. Bids will be received

Issues RFP for Street Lighting Improvements
City of Citrus Heights, Calif., is soliciting bids for

OSHA Publishes List of
Most-Violated
Standards
For the fifth year in a row, "Scaffolds -- General
Requirements" was OSHA's most-violated standard. In fiscal year 2006,
the agency cited employers for 9,012 violations of 1926.451, which
details OSHA's scaffolding requirements for construction. "Hazard
Communication" (1910.1200) came in second with 6,704 violations. "Fall
Protection -- Duty to Have Fall Protection" (1926.501) for construction
ranked third with 6,378 violations.The rest of the top 10:
"Respiratory Protection" (1910.134) with 4,332
violations "Lockout-Tagout" (1910.147) with 3,659
violations "Powered Industrial Trucks" (1910.178) with 3,080
