Nonresidential Markets
Set Record
In September, nonresidential construction spending rose
to its 13th consecutive record, says Ken Simonson, chief economist for
the Associated General Contractors of America (AGC), Washington, D.C.
Basing his comments on the Nov. 1 construction spending report from the
U.S. Census Bureau, Simonson cites that the downturn in housing hasn't
negatively affected other building segments. Seasonally adjusted
construction spending fell 0.3% in September, but nonresidential
construction gained 1.1%. However, that number wasn't enough to offset
a
1.1% monthly drop in residential construction, which has dropped 8.2%
since its peak in March.

NEMA Issues
Guide to Tax Deduction
The National Electrical Manufacturers Association
(NEMA), Rosslyn, Va., recently issued a guidance document on Energy
Policy Act Commercial Building Tax Deduction Certification Letters.
According to NEMA, the guidance is designed to answer the many
questions
received from project contractors and designers on how to satisfy the
project certification requirements of EPAct 2005. The NEMA document
provides sample language and examples of completed certification
letters. To download the NEMA guidance, go to the organization's Web site.The
Energy Policy Act of 2005, Section 1331, provides for a tax deduction
of
up to $1.80 per square foot for new or retrofit energy-efficient
commercial buildings that reduce energy use by 50% when compared to
national standard ASHRAE/IESNA 90.1-2001. Internal Revenue Service
(IRS)
Notice 2006-52 provides for technical certification by a professional
engineer or contractor licensed in the building's jurisdiction. This
certification outcome may be used by a tax professional in calculations
for the tax deduction. The certification also provides assurance to the
building owner that the building meets its required energy savings
goals.

Governor Launches Solar Web Site for State
On Oct. 19 at the Solar Power 2006 Conference and Expo
in San Jose, Calif., Governor Arnold Schwarzenegger unveiled "Go Solar
California," a Web site that provides information on the solar programs
available in the state. The site offers general information on solar
technologies as well as specifics about solar installations on new and
existing homes, schools, public buildings, and affordable housing
projects. Created by the California Energy Commission with help from
the
California Public Utilities Commission, the site also provides
information on state rebates and federal tax credits for residential
and

Fort Collins, Colo., is requesting proposals from
contractors for electrical work that may include repair, maintenance,
demolition and new installation on commercial city buildings and
various
other city facilities. Needed services during the contract period will

Southern California Edison and EPRI are asking for
abstract submissions for papers to be presented at the 2007 EPRI Power
Quality Applications (PQA) and Advanced Distribution Automation (ADA)
Conference, scheduled for June 10-14 in Long Beach, Calif. The
conference is a forum for electric power end-users, distribution
engineers, reliability and power quality professionals, and related
manufacturers. The week of events will include pre-conference tutorials
and workshops on topics such as advanced PQ monitoring, advanced

Architecture,
