DOE and IESNA Sign
Memorandum of Understanding
The U.S. Department of Energy (DOE) Building
Technologies Program and the Illuminating Engineering Society of North
America (IESNA) recently signed a Memorandum of Understanding (MOU),
agreeing to work cooperatively to improve the efficient use of energy
and to minimize the impact of energy use on the environment. The goals
of the agreement include: promoting the DOE Building Technologies
Program by means of the development of appropriate IESNA standards and
procedures; developing and maintaining guides and procedures to assist
the lighting measurement and application community in the photometric
measurement of SSL devices; developing and maintaining standards that
include a focus on energy conservation strategies to benefit design
professionals and users; encouraging the participation of DOE personnel
in IESNA technical committee activities; and developing and maintaining
appropriate educational modules for inclusion in IESNA course
materials.In addition, under the MOU the DOE will renew its
commitment to support the development of metrics and standards for
solid-state lighting (SSL) technology, which will act as a foundation
for the Energy Star criteria for SSL. To learn more about DOE's efforts

ASHRAE Updates
Existing Buildings Energy Standard
ASHRAE recently updated its standard on energy
conservation in existing buildings to bring it in line with other
ASHRAE
guidance, specifically ANSI/ASHRAE/IESNA Standard 90.1-2004, "Energy
Standard for Buildings Except Low-Rise Residential Buildings," and the
ASHRAE Handbook, "HVAC Applications." "Energy-saving practices for
operation, maintenance, and monitoring are essential for achieving
sustainability in existing buildings," says Robert Fuller, vice chair
of
the Standard 100 committee.Other changes incorporated in Standard
100-2006 include updated requirements for compliance that allow for
newer technology, such as more efficient lighting, that has been made
available since the last update, and a revised bibliography to reflect

EPA Releases
Energy Standards for Manufacturing Plants
The U.S. Environmental Protection Agency (EPA) recently
expanded its Energy Star Industrial Focus program to include
energy-efficiency ratings for corn refineries and cement plants. By
creating energy-performance indicators (EPIs), the agency hopes to
boost
energy performance within leading manufacturing sectors. Current
industries include pharmaceutical, petroleum refining, motor vehicle,
food processing, and glass manufacturing. Under the rating system,
plants are scored against a scale from 1 to 100. Recognition as an
efficient plant requires a score of 75 or higher.The new EPIs will
act as a benchmark for a manufacturing plant's total energy use and
enable corn refineries and cement plants to determine their efficiency
relative to other plants in their industries. In order to achieve a
higher score, the program recommends industry-specific
energy-management
tools and resources, as well as overall basic advice, such as
preventive
maintenance; use of submetering, monitoring, and control systems;
replacing outdated equipment with variable speed drives and
high-efficiency motors, and installing occupancy sensors and lighting
control systems.

Commission Seeks Firm to Write Energy-Savings Goals
The California Public Utilities Commission's Energy
Division seeks qualified bidders to review and assess past and recent
potential studies and other relevant studies and/or literature, as well
as to update the 2004-2013 energy savings goals adopted in D.04-09-060
for the energy-efficiency programs of Investor-Owned Utilities (IOUs),
namely: Pacific Gas and Electric Company, Southern California Edison
Company, San Diego Gas and Electric Company, and Southern California
Gas
Company. The project's duration is two years and has an estimated value
between $100,000 to $499,999. Bids should be received by the CPUC by 4

California Cities
Request Qualified Candidates for Lighting Upgrades
The Torrance, Calif.-based South Bay Cities Council of
Governments (SBCCOG), acting as lead agency on behalf of other public
agencies soliciting qualifications for energy-efficient lighting
retrofit services for 16 surrounding cities, recently issued a notice
of
request for qualifications. Preliminary energy-efficiency assessments
conducted by the SBCCOG has identified potential energy-efficient
lighting projects in more than 60 facilities. Specific lighting
projects
include T12 to T8 lamp fixture retrofits; first-generation T8 to third-
or fourth-generation T8 retrofits; replacement of high-bay lighting
fixtures with T8 or T5 lamps and fixtures; installation of occupancy
sensors and light level sensors for internal lighting and astronomical
clocks and sensors for external lighting; replacement of incandescent
lamps with compact fluorescents; traffic lamp conversion from
incandescent to LED; street lamp retrofits; and recreational field
