NEMA Launches
Premium Ballast Program
The ballast section of Rosslyn, Va.-based National
Electrical Manufacturers Association (NEMA) is planning a March 2007
launch of its promotion of the NEMA-branded high-efficiency electronic
ballast program. Under the program, influenced by the Consortium for
Energy Efficiency's specification for high-efficiency ballasts, members
and non-members may become a contracted licensee of NEMA Premium
Ballast
products. The organization hopes the campaign will allow the ballast
industry, NEMA members, and industry partners to work together more
closely to promote high-efficiency ballasts.

EPA to Update
Hearing Protector Regulations
The U.S. Environmental Protection Agency's (EPA) Office
of Air and Radiation recently received funding and approval to update
hearing protector testing and labeling regulations, which have been
pending since 2003. The proposed updates include new testing standards,
new ratings that may include a two-number range, a revision of the
Noise
Reduction Rating (NRR) acronym to "Noise Reduction Range," and a new
rating subtracted from A-weighted noise levels instead of the current
C-weighted noise levels. The proposals under consideration test the
hearing protectors
under conditions that better reflect real-world usage.A timetable has
been
established to finalize the new regulations, with a proposed rule
published in the Federal Register by mid-year 2007, followed by a
public
comment period, hearings, and internal review. The EPA expects to have
a
final noise-reduction regulation in place by the end of 2007, with an
effective date a few years later to allow manufacturers to retest their
products and print new packaging.
IEC National
Celebrates 50th Anniversary in 2007
Alexandria, Va.-based Independent Electrical
Contractors
(IEC) National will celebrate its 50th anniversary as the
trade association for America's independent electrical and systems
contractors in 2007. IEC National began in October 1957 when delegates
from seven southwestern associations attended a meeting in Dallas to
form a national association representing independent electrical
contractors throughout the nation. Currently, IEC comprises 3,600
member
companies in more then 70 chapters throughout the United States.
Survey Reveals
Best Facilities Relocation Sites
New York-based Penton Media, Inc.'s Expansion
Management, a business magazine for executives of companies
actively
looking to expand or relocate their facilities, recently published its
ninth annual "America's 50 Hottest Cities" list. This year, Florida and
Texas each placed five cities, while North Carolina and Tennessee each
placed four cities. Four states -- Alabama, Arizona, South Carolina and
Virginia -- each boasted three cities.The list is based on a survey
of prominent industry site location consultants conducted by
Expansion
Management. The consultants were asked to identify which cities, out
of
the nation's 362 metropolitan statistical areas (MSAs), their clients
find most attractive when actually
selecting an expansion or relocation site and why these cities are
appealing. The respondents selected their top city choices for
relocating and expanding manufacturing companies, taking into
consideration such factors as the business climate, work force quality,
operating costs, incentive programs, and the ease of working with local

Courthouse Begins Phase III HVAC Renovation
St. Louis County's Purchasing Department, Duluth,
Minn.,
is requesting proposals for architectural and mechanical, electrical,
and structural engineering design services required for HVAC Renovation
Phase III Project of the St. Louis County Courthouse. Scope of work
primarily includes the west half of the Duluth Courthouse, Floors 1-5.

Madison Metropolitan School District, Madison, Wis., is
seeking bids for HVAC and electrical upgrades at Allis Elementary
School. The qualified candidate will remove the existing heating system
and
install new hot water boilers, piping unit vents, as well as a add a
new
fire alarm system, replace existing light fixtures, re-lamp and
re-ballast existing fixtures, and modify electrical service and branch
panels/feeder, new master clock system, and new central sound. Bids

OSHA Assesses
Penalties for Alabama Electric Company
OSHA recently proposed $52,750 in penalties for Dora,
Ala.-based Titan Electric following the investigation of an August 2005
fatal accident in which James Edward McCormick, 40, fell 40 feet from a
concrete pole where he was adjusting electrical lights. The OSHA
investigation determined that safety equipment was available onsite but
was not being used and issued one willful citation to the company for
allegedly failing to require an employee to wear fall protection
equipment. OSHA also issued six serious citations for alleged hazards,
including failure to place ladders on stable, level surfaces; failure
to
ensure that the tops of ladders were supported; failure to provide
employees with fall protection training, and failure to properly store
acetylene gas cylinders to prevent unexpected flow of highly flammable
acetone.
