Colorado Pre-Approves
11 ESCOs
The Colorado Governor's Energy Office (GEO) recently
kicked off a program intended to improve the energy efficiency of state
and public buildings by using performance contracts. GEO pre-approved
11
energy service companies (ESCOs) to identify and evaluate
energy-savings
opportunities and then recommend and install a package of improvements.
The improvements are paid for with the savings generated by improved
energy efficiency and reduced maintenance costs.
The Colorado State Parks will be the first state organization to sign a
performance contract under the new program. "Our utility costs have
increased 78% in the last seven years, and we believe this trend will
continue," says Elling Myklebust, the energy coordinator for the
Colorado State Parks Division. "Working with the GEO and getting access
to their pre-selected ESCOs will save us valuable time in selecting a
reputable company that can help us identify and implement the best
efficiency and renewable energy projects in our 42 parks across the
state. The sooner we start, the sooner we save."

Iowa County
Approves
Wind Farm
The Story County Planning and Zoning Commission
recently
approved a conditional application submitted by Story Wind LLC, a
subsidiary of Florida Power and Light Energy LLC (FPL), to erect
approximately 100 wind turbines in Story County, Iowa. The proposal was
approved unanimously by the board after the company agreed to several
conditions, including the locations of the turbines, obtaining the
required permits, paid training for local rescue authorities on how to
cover turbine-related emergencies, dust control measures, and the
removal of all turbines and debris after the contracts have expired.
FPL
has entered into contracts with county landowners who will collectively
receive around $600,000 a year in reimbursements for the use of their
land.
IEEE/NFPA Outline
Project Test Plan
Representatives of the Institute of Electrical and
Electronic Engineers (IEEE) and the National Fire Protection
Association
(NFPA) recently met to share information on the IEEE/NFPA Arc Flash
Research and Testing Project and to answer questions so that members
will be better able to decide on funding. Contributions to date total
$2
million, $4.5 million less than is needed to fund the entire program.
The project is intended to better understand and mitigate the effects
of
hazardous electrical arc phenomena on workers. A project test plan has
been developed that covers the following aspects of arc flash
phenomena:
- Development of an engineering-based model.
- Thermal
effects.
- Heat transfer and injury
statistics.
- Hazards other than thermal and
electromagnetic.
- Electromagnetic hazards.
- The
impact of enclosure and bus configurations.
Testing is
expected
to provide the following:- Extensive arc flash data, from both
low-voltage and medium-voltage systems, to be included in the
development of the arc flash model.
- Electromagnetic hazards
identification, including bandwidths and
energy.
- Information
on hazards other than thermal and electromagnetic that
include blast pressure, shrapnel, sound waves, molten material, and
toxicity.
- Impact of the enclosure configurations including
size, geometry, and conductor orientation.
The results of the tests
will be used to revise IEEE 1584 and NFPA 70E.

Requests Bids on Conduit Project
Sealed proposals for the Utility Corridor Duct Bank
project, West Virginia State University, Gus R. Douglass Land-Grant
Institute will be received by the West Virginia State University, Gus
R.
Douglass Land-Grant Institute until 10 a.m PST on Oct. 2. Scope of work
includes construction of approximately 1,200 linear of feet of concrete
encased electrical and communications conduits, pre-cast concrete
utility vaults, asphalt pavement repair, miscellaneous appurtenances,
and incidental construction for a complete and operating
system.Additive alternates may include two 4-inch telecommunications
conduits and two 4-inch electrical conduits from the administration
building to the two-story building located across alley, as well as two
4-inch telecommunications conduits and two 4-inch electrical conduits
from the transformer to the one-story building located at the end of

County Seeks Electrical Upgrades
The Housing Authority of Pope County, Ill., will
receive
sealed bids for electrical upgrades at projects IL-58-1/Golconda and
IL-58-2/Golconda. A pre-bid meeting is scheduled for Oct. 10 at 9:30
a.m. CST at the Housing Authority Office in Golconda, Ill. Bids will be
accepted until 2 p.m. CST on Oct. 23.

DHS Hacks
Generator Controls
CNN's Jeanne Meserve recently disclosed an experimental
cyber attack that caused a generator to self-destruct, which was
carried
out by the Dept. of Homeland Security (DHS) at the Dept. of Energy's
Idaho lab. The experiment involved hacking into a replica of a power
plant's control system, which changed the operating cycle of the
generator, sending it out of control. According to Meserve, the White
House was briefed on the experiment, and DHS officials said they have
since been working with the electric industry to devise a way to thwart
