IEC Asks Members
and
Chapters to Comment on Updates to National Apprenticeship Act
The U.S. Department of Labor (DOL) recently issued a
Notice of Public Rulemaking (NPRM) to update the regulations that
implement the National Apprenticeship Act of 1937. The current
regulations were promulgated in 1977, and, according to Alexandria,
Va.-based Independent Electrical Contractors (IEC), are in need of
updates in order to reflect the changes in the nation's workforce over
the past 30 years. According to the organization, there is much in the
proposed rule that will be beneficial, but there are also issues of

Los Angeles
County
Mandates Green Buildings
Los Angeles County is in the process of requiring new
buildings to be environmentally friendly. A public hearing on new
guidelines that will combine requirements for energy efficiency,
low-impact design, and drought-tolerant landscaping in new developments
starting in 2010 will be held on January 23. The ordinance would affect
new developments in unincorporated areas, such as Rowland Heights and

Power Company
Customers Charged for Light Bulbs
As part of a campaign to alert Maryland residents to
the
state's rising energy consumption and limited transmission
capabilities,
Greensburg, Pa.-based Allegheny Power recently mailed two compact
fluorescent light bulbs to each of its customers, for which the firm is
charging 99 cents a month for a year. The charge for the bulbs has
angered many of the power company's customers and sparked legislative
action by Delegate Kevin Kelly, who recently found out he was being
charged $11.52 for the energy-efficient bulbs. The fee was hidden as a
surcharge to his monthly bill, says Kelly. Todd Meyers, power company
spokesperson, said that the company chose to mail the bulbs because
customers had been slow to adopt new energy-saving technology.
According
to Meyers, Allgheny Power made no profit on the bulbs, charging what it

Largest Corporate
Solar PV System Installed in North Carolina
On January 7, a 30kW solar photovoltaic (PV) system was
switched on at Delta Products' office in Research Triangle Park, N.C.
Comprised of 160 solar panels, the array is the largest
corporate-owned,
roof-mounted solar PV system in the state. On average, it will produce
about 36,000kWh of electricity each year. The electricity generated by
the system flows directly into nearby utility power lines, earning
Delta
approximately 18 cents per kilowatt hour -- about 4 cents per
kilowatt
hour from the utility and 14 cents per kilowatt hour from the North
Carolina Green Power program. Delta partnered with Research Triangle
Park, N.C.-based Southern Energy Management to engineer, design, and

Construction and Maintenance Services Wanted in Virginia
The Purchasing Department at Virginia Polytechnic
Institute and State (Virginia Tech), Blacksburg, Va., is soliciting
sealed proposals for electrical and communications construction and
maintenance services. The work shall include, but is not limited to,
placement of poles, aerial line construction and/or repairs, duct bank
construction, underground cable placement, trenching/excavating,
demolition, hauling/removal of debris, and other utility work. Bids are

San Diego-based Helix Electric, one of the largest
merit-shop electrical contractors in the United States, has been
awarded
the contract on a design-build electrical subcontracting project for
the
Las Vegas Metropolitan Police Department North Central Area Command.
The
station will be a two-story building complex with a building area of
26,729 square feet and a parking garage that measures 119,007 square

Eye on Safety
OSHA Says
Contractors Responsible for Providing Workers' Safety Gear
OSHA recently published a new final rule requiring
employers to provide personal protective equipment used to comply with
OSHA's standards. Employees are responsible for far fewer costs, but
still are responsible for most footwear, everyday clothing, and
prescription safety glasses.Employers are financially responsible
for
purchasing those items worn for protection from workplace hazards,
including (but not limited to) non-prescription safety eyewear, hard
hats, and electrically insulated tools. The new rule has an enforcement
deadline of May 15, 2008, six months from the date of publication to
allow employers time to change their existing PPE payment policies to
accommodate the final rule.
