Solar Panels
Protected Under Maryland Bill
Delegate Sue Hecht recently presented a bill in a
hearing before Maryland's House Environmental Matters Committee that
would prevent homeowner associations from banning solar panel
installations and establish the right for homeowners to get permanent
easements on access to the sun. The easements would protect a homeowner
with solar panels from losing power production capability from a
neighbor planting a large tree or building a structure, even if it
complies with zoning laws, that blocks the panels.To read more on

Police Ask for Help
to Catch Copper Thieves
Two recent copper thefts have prompted the police in
Wichita, Kan., to ask the public for help. In an uncommon request,
police have asked anyone who sees what appears to be a utility crew
working nearby -- especially in a parking lot, park, or other public
area -- to call 911. Police have evidence to indicate the thieves are
posing as utility crews in hard hats and perhaps even coats or jackets
with a company name on them. "We need the public to be alert to this
issue," says Capt. Darrell Haynes. "That's the only way we're going to

BICSI Announces
Cabling Skills Challenge
The inaugural BICSI, Tampa, Fla., Cabling Skills
Challenge will feature the world's best information transport systems
(ITS) installers testing their skills and knowledge as they compete for
the title of Installer of the Year. The event will be held in
conjunction with the evening exhibition sessions during the 2008 BICSI
Spring Conference, scheduled for April 27-30, in Nashville, Tenn.
Competitors for the challenge will be selected from the field of
entrants based on qualifying criteria such as professionalism, quality

Wisconsin Senate
Approves Electrician Licensing Bill
The Wisconsin State Senate recently approved bill SB
167, which, if passed by the State Assembly, would require state
licensure of electricians and electrical contractors. To be licensed as
an electrician under SB 167, a person must either complete an
apprenticeship program or have a minimum amount of experience in
installing, repairing, and maintaining electrical wiring, as well as
pass an examination administered by the Department of Commerce.In
addition to the licensing requirements, the bill directs the Department
of Commerce to create a statewide electrical wiring code that
establishes standards for installing, repairing, and maintaining
electrical wiring. It also calls for the development of standards for
the inspection of all electrical wiring and requires that electrical
inspectors be certified by the department.
