AGC Reports on
Decrease in Construction Employment
Construction employment lost 104,000 jobs in February
and 826,000 jobs over 12 months, according to the Associated General
Contractors of America (AGC), Arlington, Va. Those losses accounted for
one-fifth of the economy-wide decrease over the last year, even though
the industry accounts for only one out of 20 employees.To read more

ETTCI Offers
Certification for Electrical Testing Technicians
The Electrical Testing Technician Certification
Institute (ETTCI), Kalamazoo, Mich., is now accepting applications from
individuals wishing to obtain recognition as certified electrical
testing technicians and assistant technicians. In order to ensure
compliance with the American National Standards Institute (ANSI),
Washington, D.C., and InterNational Electrical Testing Association
(NETA), Portage, Mich., standard for certification of electrical testing
technicians (ETT), ETTCI requested that NETA review ETTCI's program
requirements. NETA completed this review on January 11 and found that
ETTCI meets the requirements set forth in the ANSI/NETA ETT.To read

EPA Unveils Top
25 U.S. Cities With the Most Energy Star Buildings
The U.S. Environmental Protection Agency (EPA),
Washington, D.C., recently released a list of U.S. metropolitan areas
with the largest number of energy-efficient buildings in 2008 that have
earned EPA’s Energy Star status — EPA’s label for high efficiency.
The list is headed by Los Angeles, San Francisco, Houston, Washington,
D.C., Dallas-Fort Worth, Chicago, Denver, Minneapolis-St Paul, Atlanta,

Duke Energy
Reconsiders Rooftop Solar Program
Under a ruling by the North Carolina Utilities
Commission, Raleigh, N.C., Duke Energy, Charlotte, N.C., is ineligible
to recover the full costs for its $50-million solar rooftops initiative.
Duke claims that under the ruling it may violate federal tax law, which
could cost Duke more than $250 million in tax credits for solar and

Lighting Maintenance
in Illinois
The Village of Libertyville, Ill., is seeking proposals
for on-call routine and emergency maintenance and repair work on the
village’s street lighting system. Maintenance of the system includes:
lamp replacements, pole/lamp knockdown/repairs/replacements, cable
repair/replacement, troubleshooting, underground cable locating, and
repair of controllers and related equipment. Bids will be received until

Energy-Efficiency
Upgrades in Michigan
Consumers Energy, Lansing, Mich., is inviting companies
to submit bids to participate in the start of a $500-million program to
help Michigan residents and businesses use energy more efficiently and
save on their energy bills. Expected to start in July, these positions
will be in energy auditing, equipment installation and pickup,
engineering, education, and administration. In addition, contractors
will install additional high-efficiency electrical and mechanical
upgrades, including items such as furnaces, air conditioning, lighting,
and hot water heaters. The Consumers Energy’s Request for Proposal
(RFP) includes bid opportunities to implement programs in the following
areas: business solutions; residential efficient products; residential
comprehensive homes; residential appliance recycling; and grade 4-6
energy education. Contractors may choose to respond to one, several, or

Solar Energy Initiatives, Ponte Vedra Beach, Fla., and
Solar Energy Alternatives, Westlake Village, Calif., have agreed to
enter into a marketing, contract, finance, installation, and operating
agreement for commercial and residential solar photovoltaic (PV)
installations in the Unites States and certain foreign markets. Under
the terms of the agreement, Solar Energy Alternatives will handle
marketing, power purchase contracts, and project financing. Solar Energy
Initiatives will provide feasibility and due diligence analysis, supply
the solar panels and ancillary equipment, contract site engineering and
installation of equipment, and operate/maintain the installation. For

Eye on Safety
Worker
Electrocuted at Connecticut Science Center Job Site
At 8 a.m. on March 13, a construction worker at the
Connecticut Science Center, Hartford, Conn., was killed in an electrical
accident. The Science Center has been under construction for about three
years and is scheduled to open in May. The Occupational Safety and
Health Administration (OSHA), Washington, D.C., has closed the job site
pending an investigation into the incident.
