IDC Releases
Classification System for Fixtures and Luminaires
The International Dark-Sky Association (IDA), Tucson,
Ariz., recently released its backlight, uplight, and glare (BUG)
classification system for fixtures and luminaires. Based on the TM-15
upgrade of the roadway shielding classification system by the
Illuminating Engineering Society (IES), New York, and the Lighting
Research Center (LRC), Troy, N.Y., the BUG system addresses light
emitted from the luminaire in all directions, not just up into the

DOE Awards Contracts
for up to $80 Billion in Energy Efficiency, Renewable Energy, and Water
Conservation Projects at Federal Facilities
The Department of Energy (DOE), Washington, D.C.,
recently announced the award of 16 new Indefinite Delivery Indefinite
Quantity (IDIQ) Energy Savings Performance Contracts (ESPCs) that could
result in up to $80 billion in energy efficiency, renewable energy, and
water conservation projects at federally owned buildings and facilities.

South Dakota
Authorizes Use of Standard Contracting Documents for Public
Projects
South Dakota Governor Mike Rounds recently signed
legislation authorizing the use of documents from ConsensusDOCS, the
library of standard contracting documents created by a coalition of more
than 20 leading construction organizations, for state-funded projects.
The new South Dakota law, HB 1212, establishes the terms and conditions
in the ConsensusDOCS standard contracts as a pre-approved option for use
on government-funded construction projects in the state. To read more

Michigan Utility
Files Plans for Energy-Efficiency Initiatives and Expansion of Renewable
Energy Sources
Jackson, Mich.-based Consumers Energy recently filed two
major plans to develop renewable energy sources and help its customers
reduce energy consumption. The company filed its renewable energy and
energy optimization plans with the Michigan Public Service Commission
(MPSC), Lansing, Mich. The plans will help Consumers Energy meet the
requirements of Michigan's new energy reform law, the Clean, Renewable

Underwriters
Laboratories Publishes First Safety Standard for Portable
Generators
Underwriters Laboratories (UL), Northbrook, Ill.,
recently published UL 2201, "Standard for Portable Engine-Generator
Assemblies." Prior to this standard, there was no voluntary safety
standard for portable generators sold in the United States. UL
performance requirements will permit safe outdoor use of UL-listed
portable generators during storms or poor weather conditions, as well as
require clear usage labels that may help reduce the known risks of
carbon monoxide poisoning and electrocution. For more information, visit

The IEEE Industry Applications Society (IAS) will host
its Industrial and Commercial Power System Technical Conference (I&CPS
