Housing Recovery
Delayed Until Mid-2010, Says PCA
According to a recent economic research report from the
Portland Cement Association (PCA), Skokie, Ill., the conditions needed
to begin a recovery in housing starts activity will not be in place
until mid-2010. Although resets of traditional sub-prime mortgages are
expected to reach an apex in mid-2009, exotic mortgages, such as Alt-A
and option adjustable, will experience a dramatic increase in resets
mid-2009 through mid-2010, according to the report. This second wave of
toxic resets, says Edward J. Sullivan, PCA chief economist, will
accelerate foreclosure rates and add to the large number of foreclosed

BICSI Releases
ANSI-Accredited Standard for Educational Institutions
BICSI, Tampa, Fla., the association supporting the
information transport systems (ITS) industry with information,
education, and knowledge assessment, recently announced the Washington,
D.C.-based American National Standards Institute's (ANSI) approval and
publication of ANSI/BICSI-001-2009, "Information Transport Systems
Design Standard for K-12 Educational Institutions," the first-ever
BICSI-exclusive standard the organization has produced as an
ANSI-accredited standards development organization. This standard
specifies minimum requirements and guidelines for the design of ITS
infrastructure for K-12 educational institutions. To read more on

DOE to Invest
up to $12 Million to Support Development of Advanced Water Power
Technologies
The U.S. Department of Energy (DOE) recently announced
the issuance of a Funding Opportunity Announcement (FOA) for up to $12
million, subject to annual appropriations, to support the research and
development of advanced water power technologies, including both marine
and hydrokinetic and conventional hydropower technologies. Through
public-private partnerships, the FOA seeks to enhance the viability and
cost-competitiveness of advanced water power systems, strengthening U.S.
scientific discovery, promoting clean and secure energy, increasing
economic prosperity, and demonstrating U.S. leadership in addressing

PG&E Launches
New Solar Program
Pacific Gas and Electric Co. (PG&E), San Francisco,
recently announced plans for a 500MW photovoltaic (PV) initiative. The
program encompasses 250MW of utility-owned PV generation and an
additional 250MW of PV generation to be built and owned by independent

Sanitary Station
Electrical Connections in Wisconsin
The City of Jefferson, Wis., is soliciting bids for a
single contract for the installation of a new sanitary lift station,
sanitary interceptor sewer, and sanitary force main. Scope of work
includes installation of owner-furnished prefabricated building, pumps,
and electrical generator; site electrical work and interior electrical
connections; and coordination of electric and natural gas utility
service to site. The deadline to submit bids is 2 p.m. CST on April 16.

OSHA Fines
Bottling Plant for Violations
The Occupational Safety and Health Administration (OSHA)
recently cited Newburgh, N.Y.-based enamel bottling and packaging plant,
Concept Packaging, for 37 alleged violations of safety and health
standards, culminating in $61,000 in proposed fines. The citations
comprise a variety of hazards, including electrical, such as inadequate
electrical equipment and inadequate personal protective equipment.The
company has 15 business days from receipt of the citations to comply,
request an informal conference with the OSHA area director in Albany,
N.Y., or contest the citations and proposed penalties before the
independent Occupational Safety and Health Review Commission.
