Coal Prep is THE meeting

CoalPrep’08 will be held April 28 through May 1. An
exciting feature will be the ability for interested
parties to attend the required ANNUAL REFRESHER TRAINING FOR
IMPOUNDMENT INSPECTION QUALIFIED PERSONS. It will be presented
by Ryan O’Boyle and Lyndon Skaggs of MSHA District 7, Tuesday
April 29 (1:00 to 5:00 PM).
This course provides the 4-hour annual retraining requirements for
Qualified Impoundment Inspectors (QII). Only individuals who have
successfully completed the Initial Impoundment Inspection Qualified
Persons training should attend. Individuals who have successfully
completed the Initial Impoundment Inspection Qualified Persons
training, but have not completed annual retraining in over one year are
no longer considered to be a QII. For those individuals to again
be considered to be a QII, they must take the 4-hour annual retraining
and then pass an examination to successfully complete the course.

CPSA Board of Directors Nominee for
Vice-President
The Board of Directors of the Coal Preparation Society of America, on
September 27, 2007, approved Mr. David Carris as the nominee for the
office of Vice-President. If elected, the term of office shall be two
(2) years and shall begin at the end of the annual meeting scheduled for
Tuesday, April 29, 2008 in Lexington, Kentucky.
Dave's background covers forty-four (44) years in the areas of coal
quality, material handling, and coal preparation plants. His experience
includes engineering design, construction, and
startup of coal preparation and material handling facilities; economic
cost analyses including capital, operating, and maintenance costs for
new and existing facilities; plant operation evaluation and performance
testing; coal quality evaluation and exploration programs of coal
reserves; expert witness testimony relative to coal handling,
processing, and quality characteristics of coal seams; appraisal
evaluation of mining operations; as well as evaluation of transportation
systems including rail, truck, belt conveyor, barge, and ship loading
facilities.
Dave, an Executive Mining and Geological Consultant, has worked with the
John T. Boyd Company since 1982. He has managed numerous domestic and
international projects for the coal, coke, synfuel, and aggregate
industries. Previous to joining John T. Boyd, Dave held positions with
Industrial Resources, Inc. in Fairmont, West Virginia (1979-1982);
Eastern Associated Coal Corporation in Pittsburgh, Pennsylvania
(1970-1979); and Heyl & Patterson, Inc. in Pittsburgh, Pennsylvania
(1963-1970). He has a Bachelor of Science degree in Geology from
Marietta College. He is a member of the Society for Mining, Metallurgy,
and Exploration, Inc. (SME) and the Coal Preparation Society of America
(CPSA). He has authored or co authored several technical papers.
Per Article 5 of the CPSA Constitution, additional nominees will be
accepted from the membership if received by January 15, 2008 and if a
nomination is made by 10% or more of the membership. Additional

Mine 78 supplying coal to steel
producers in the U.S.
WINDBER -- The very economic shifts that put Bethlehem
Steel's Mine 78 out of business have advanced to create a new demand for
Windber's coal.
Rosebud Mining Co. is counting on that demand as it continues work to
expand operations at the newly reopened underground mine just east of
the borough.

Employees at Four AMFIRE Mines
in Pa. Win National Safety Awards
LATROBE, Pa., Nov. 16 /PRNewswire-FirstCall/ --
Employees at four AMFIRE Mining Co. operations, who worked more than
95,000 hours without a lost workday injury in 2006, were awarded
Certificates of Achievement in Safety by the U.S. Department of Labor's
Mine Safety and Health Administration in its annual Sentinels of Safety
awards program.
AMFIRE Mining is a subsidiary of Alpha Natural Resources, Inc. , a
leading supplier of high-quality Appalachian coal.

Idle Sufco mine leads to idle
coal trucks
Those trucks have been mostly idle since Wednesday, when
part of the mine was shut down following a rupture in the floor of the
mine near longwall mining equipment.
No miners were near the equipment at the time of the early-morning
"bump," and there were no injuries, said Kim Link, spokeswoman for St.
Louis-based Arch Coal Inc., which owns the Sufco Mine.
The federal Mine Safety and Health Administration subsequently ordered
the longwall operation to remain idle until it had a chance to
investigate. Link said the company was hopeful MSHA would finish its
work today and Sufco could resume normal operation.

Elimatta Coal Resources
upgraded by 30 percent
Northern Energy Corporation Ltd has announced a 30
percent increase in total resources at its Surat Basin Elimatta Coal
Project, on EPC650, in southern Queensland.
Further drilling on EPC650 since June has resulted in a substantial
upgrade in both the total resources and the overall confidence in those
resources.

Historic Venture Agreement Applying Clean Coal Technologies to Become
China's ''Pollution Solution
BEIJING--(BUSINESS WIRE)--Two companies have signed a
historic agreement that will apply leading edge American technology to
solving China's number one challenge - the pollution from coal-fired
power plants, factories and household use. Clean Coal Technologies, Inc.
(CCTI) of Florida, USA will join with Shanxi Poar Group, headed by CEO
and General Manager Mrs. Guo Lihua, to create a joint venture company
that will build the processing facilities to transform dirty coal with
high levels of impurities, contaminants and other polluting elements
into an exceptionally efficient, clean and inexpensive source of high
energy, low polluting fuel.

Protest marks start of opencast
scheme
PROTESTERS staged a demonstration as an opencast mining
scheme was officially launched yesterday.
"We seek justice" was the message of the Stop Ffos-Y-Fran group of
opponents who gathered at the site entrance of the Miller Argent
headquarters at Cwmbargoed, Merthyr Tydfil.
The company has started preparation work on the 1,000-acre site at
Ffos-Y-Fran.

EIA Weekly Coal Production
he Weekly Coal Production Report (WCP) provides weekly
estimates for U.S. coal production by State based on railroad car
loading data. This report also contains coal production estimates for
the comparable weeks and/or months in the current and prior years. The
data presented in the WCP are collected and published by the Energy
Information Administration (EIA) to fulfill data collection and
dissemination responsibilities as specified in the Federal Energy
Administration Act of 1974 (Public Law 93-275), as amended.
EIA revises its first-round weekly estimates of State-level coal
production using Mine Safety and Health Administration (MSHA) quarterly
coal production data. After revision, EIA's State-level weekly numbers
summed for the quarter match the MSHA data.

EIA U.S. Coal Supply & Demand
For the second time in four years, the coal industry was
brought to the forefront of the nation's consciousness in 2006, as two
separate events unfolded which involved coal miners trapped underground.
Unfortunately, the tragic results of the 2006 incidents were not the
same as in 2002 when the trapped miners were all successfully rescued.
In January, two different incidents, both in West Virginia, focused the
public's attention on the dangers that miners face on a daily basis. As
a result of these unfortunate events, new legislation requiring
improvement in safety in underground mines passed both at the Federal
and state level. For the year 2006, a total of 47 miners died on the
job, matching the total number that occurred in 1995, and more than
double the 22 killed in 2005. Read
