April is a strange month. It starts off lightly with April Fools' Day, becomes stressful midway through the month with tax day, and ends with anticipation while waiting to see if all those showers will give way.

For the fire service, April is a full month of meetings and conferences starting with Vision 20/20, the Congressional Fire Services Institute events, and FDIC — and that’s just the first two weeks of the month.

I'm just catching my breath before the last two weeks bring the International Association of Women in the Fire and Emergency Services' Eighth Biennial Fire Service Women’s Leadership Training Seminar, April 24–27 in Glendale, Ariz. That event will quickly be followed by FIRE CHIEF's 2008 Station Style Conference April 27–29 in Phoenix, and IAFC’s Metro Chiefs Conference, starting April 29 in Virginia Beach, Va.

Speaker Spotlight: Frank Coulter & Dave Fergus
This year, Station Style Conference will feature a two-hour break out session, “Capital Facilities Planning — From Border to Border,” co-presented by Frank Coulter, the senior project manager of Seattle’s Capital Programs Division, and Dave Fergus, a partner with Rice Fergus Miller Architecture & Planning and the current fire commissioner for Central Kitsap (Wash.) Fire and Rescue.

Coulter oversees the design of multiple fire stations and ensures that multiple architects working with project-specific conditions consistently meet the operational goals of the city and fire department yet maintain and enhance the individuality and tradition of each station.

Fergus has been designing fire stations, training facilities and communication centers since 1995. He also currently serves as the chair of a planning committee for a three-department consolidation that eventually will cover 300 square miles, protect 200,000 citizens, and employee over 200 emergency personnel and 150 volunteers.

Fergus and Coulter will use Seattle’s standardization of 32 diverse projects in multiple neighborhoods and with multiple architects as a case study to examine the influences that shape a district-wide capital facilities improvement plan — prioritizing certain improvements, allocating dollars allocated to them, creating a timeline, pitching the plan to taxpayers, implementing the plan, and maintaining operations during construction.

Earlier in the general session, Fergus will present “Dollars and Sense: Where Did the Money Go?” As his hobby is collecting patches from fire districts and departments across the country, Fergus said, “If you like my presentation, send me a patch!” Click Here for More ...
