There's increased buying activity on the horizon as the federal fiscal year draws to a close on Sept. 30, says Diane Denholm, a vice president at the North Highland consulting firm. Continuing budget resolutions coming from Congress will make the end of the 2011 fiscal year even busier, she says.

A variety of groups, including Government Withholding Relief Coalition, the Associated General Contractors of America and the American Institute of Certified Public Accountants are working to repeal the 3 percent tax before it goes into effect in 2013. IRS recently issued final regulations for the withholding provision's implementation.
