1. DHS Releases National Emergency Communications Plan
The U.S. Department of Homeland Security (DHS) released today the National Emergency Communications Plan (NECP) to address gaps and determine solutions so that emergency response personnel at all levels of government and across all disciplines can communicate as needed, on demand, and as authorized.

2. 3M: New FHWA Visibility Regulations Should Include NFPA Turnout Gear
Fire service members had until July 31 to comment on the possibility of including NFPA-compliant rig gear in the U.S. Federal Highway Administration’s (FHWA) 2009 Manual on Uniform Traffic Control Devices (MUTCD), which will contain revised worker visibility regulations.

3. USFA Release After-Action Critiques Technical Report
The United States Fire Administration (USFA) released Technical Report (TR)-159, "The After Action Critique: Training Through Lessons Learned." The report is designed to assist all fire service members in gathering critical preparedness, response and recovery information from all emergencies; documenting the lessons learned; and assisting with the continuous evolution of firefighter training.

4. NAM Urges DHS To Conduct Pilot Program for "10+2" Rule
The National Association of Manufacturers (NAM) has called upon the Department of Homeland Security (DHS) to honor a request from a bipartisan group of 20 legislators to conduct a pilot program on the "10+2" rule proposed by U.S. Customs and Border Protection (CBP) requiring 10 new categories of data for ship-bound cargo.

5. DHS Awards $1.8 Billion in Preparedness Grants
The Department of Homeland Security announced approximately $1.8 billion in grants to bolster state, urban area and tribal government efforts to improve the nation's readiness, response and recovery capabilities for both natural and man-made emergencies.

6. New Body Armor Performance Standard Enhances Safety
The U.S. Department of Justice's Office of Justice Programs announced a new performance standard for body armor July 21 at the National Institute of Justice's (NIJ) annual conference in Arlington, Va. The new standard includes more rigorous testing and methods that expose body armor to temperature, humidity and wear and tear prior to performance testing.

7. 9/11 Workers Refute NYC’s Claim of Incomplete Medical Records
Attorneys representing more than 10,000 Ground Zero workers including police, firefighters and other rescue, recovery and debris clean-up personnel who became ill after working at the World Trade Center site after 9/11 refuted the city’s claims that the plaintiffs produced inadequate medical records for the case.
