Seattle May Ban Yard Waste, Paper from Business Trash
Seattle -- Mayor Greg Nickels submitted legislation this week to ban yard waste and paper from commercial garbage. If the city council approves the mayor's proposal, a public education program will begin in 2004, and the ban will go into effect Jan. 1, 2005. To enable businesses to comply with the ban, the city would extend the residential curbside recycling program to all businesses during the next couple of years.

Residential curbside recycling services are free to single-family dwellings. By 2006, commercial and multi-family customers would receive two warnings for mixing yard waste and paper with trash, then face fines up to $50. Single-family residents would not be subject to fines but would have their trash collection delayed until the recyclable materials were removed from the garbage. The mayor also has proposed to ban bottles and cans from residential garbage. The bans are intended to reverse Seattle's two-year decline in recycling rates.


Casella Reports Fourth-Quarter and Year-end Results
Rutland, Vt. -- Casella Waste Systems Inc. has reported revenues of $94.5 million and operating income of $250,000 for the fourth quarter ended April 30. The company's earnings before interest, taxes, depreciation and amortization (EBITDA) were $17.1 million. The fourth quarter results include a one-time impairment charge that resulted from the sale of the company's Passaic, N.J., brokerage and commercial recycling businesses. Waste Connections Reports Second Quarter Earnings
Folsom, Calif. -- Waste Connections Inc. has announced second quarter earnings of $ 0.55 per share, an increase of 12.2 percent over diluted earnings per share of $ 0.49 for the same quarter in 2002. Second quarter revenue was $138.9 million, an 8.4 percent increase over second quarter 2002 revenue of $128.1 million. Operating income increased 10.9 percent to $37 million.

Waste Industries to Report Financial Results
Raleigh, N.C. -- Waste Industries USA will report its second quarter 2003 financial results July 30 during a Web cast and conference call at 2 p.m. (EST). Michigan Reclaims $5 million in Landfill Cleanup Costs
Lansing, Mich. -- A consent decree filed against 82 parties will allow Michigan to recover approximately $5 million the state Department of Environmental Quality (DEQ) previously spent on cleanup at the former Sunrise Landfill in Wayland Township. Solid and liquid industrial wastes were disposed at the landfill from the late 1960s until 1978, when the site closed. In 1999 and 2000, the DEQ spent approximately $6 million removing 6,000 buried drums of industrial waste.

The decree was brought to the Ingham County court by the attorney general's office, which agreed not to sue the defendants for past response activity costs. Some of the defendants previously had participated in three separate lawsuits, under which the settling parties performed a remedial investigation and feasibility study, reimbursed more than $3 million state costs and are installing and must maintain a new landfill cap, leachate collection system and groundwater monitoring system.


Environmental Spending Lifts Cost of Lawmaking to All-Time High
St. Louis -- A research report published jointly by the Weidenbaum and Mercatus centers has concluded that the U.S. Environmental Protection Agency (EPA) received more than $1 billion in additional spending for 2003. The EPA's budget represents a 25 percent increase over 2002. According to the report, administrative costs of federal regulations are budgeted to reach an all-time high of $30.1 billion in 2003. The report says President Bush's dedication to increasing homeland security is the source of the high price tag. The Weidenbaum Center, Washington University, St. Louis, supports scholarly research on the economy, government and public policy. The Mercatus Center, George Mason University, Arlington, Va., is an education, research and outreach program that works with scholars, policy experts and government officials.

KenBay Inc. Sold to U.S. Management Team
Mendham, N.J. -- KenBay Inc., Dublin, Ireland, a company that specializes in waste compaction services, has been sold to a New Jersey management company. KenBay will relocate its U.S. headquarters from Rochelle Park, N.J., to Mendham, N.J. Don Meis is president and chief operating officer of the U.S. distribution company with Christopher Meis, who is director of sales.

Proposed Bills To Ban Canadian Trash
Washington, D.C. -- Congress will hear testimony regarding three proposed bills to limit Canadian trash trucks into Michigan. This comes after a former Michigan state police trooper discovered blood dripping from a Canadian trash truck at the state's border. The truck contained prohibited medical waste and eventually was turned back.

NYDS Illegal Dumping Program Catches 25 Offenders
New York -- The New York Department of Sanitation (NYDS) has announced the city's Illegal Dumping Task Force seized and impounded 25 vehicles that were involved in illegal dumping incidents during June 2003. Thirteen vehicles were impounded in Brooklyn, five in Queens, four on Staten Island and three in the Bronx. Sanitation police officers can make arrests, impound vehicles and charge offenders up to $20,000. The dumper also must pay the city a cleanup cost for the illegally dumped material, which generally amounts to $150 per cubic yard. NYDS also uses an anonymous tip program to help reduce litter in neighborhoods.
